English Language Teaching in Brazil:

A Gap in Policy, Problems in Practice


Only three percent of Brazilians are estimated to speak English despite the status of this language as a mandatory subject in grades 10 to 12 of basic education and preferred foreign language in grades 5 to 9. The widespread concept in the Brazilian society that speaking English is beneficial to individuals because it provides access to the globalised world does not seem to be enough to promote the actual learning of the language by the majority of the population, and it is argued here that this fact has to do with a gap in the foreign language teaching policy documents: the 2015 National Education Guidelines and Framework Law (LDB 2015), the Brazilian National Curriculum Parameters for Primary Education (PCN-EF), and the Brazilian National Curriculum Parameters for Secondary Education (PCN-EM). These documents do not prescribe the necessary conditions for English Language Teaching (ELT) to take place effectively, but, instead, provide suggestions for teachers on how to adapt to the status quo, which means focusing on reading to the detriment of the other aspects of the English language due to a number of factors ranging from a lack of resources to a large number of students per class.


Both PCN-EF (Brazil, 1998) and PCN-EM (Brazil, 2000) present progressive ideas about how a foreign language should be taught in the basic education classroom. Such ideas include a social interactionist view of language, which aligns with contemporary research in second language teaching and means a shift from the traditional grammar-translation method largely employed in Brazilian schools in previous decades. The Parameters also recommend interdisciplinary work, the implementation of cross-curricular themes, formative assessment in addition to summative, a value of students’ prior knowledge and position as critical subjects, and, thus, an approach to teaching as negotiation that aims to educate students for the full exercise of citizenship, which includes the notions of respect for difference and diversity that can be promoted by the teaching and learning of foreign languages.


However, the Parameters fail in pointing out the necessary conditions for this teaching and learning process to occur. For example, they acknowledge that reading and writing should be focused on to the detriment of listening and speaking due to the difficulties faced by the teacher in basic education (Brazil, 1998): large classrooms, lack of appropriate resources including class and preparation time for the teacher and opportunities for the students to be exposed to the language outside the classroom, and, in many situations, teachers’ lack of knowledge of the subject matter. Instead, what they should do is to actively propose that a smaller number of students sit in English classes – as it was allowed by LDB 1996 and continues to be so by LDB 2015, that more class and preparation time be granted the teacher, that schools have English resources that students can access to familiarise themselves with the language, and that better teacher education be implemented.

Valdivia Figurines and the appeal of 'the oldest'

(1º§) The logo for the Ecuadorian Ministry of Culture website is about my favourite thing of the afternoon which is saying a lot since I spent much of the day reading about giant Olmec heads. Three Valdivia Figurines in the colours of the Ecuadorian flag? I am sold! Golly, I love Valdivia figurines for all the right and all the wrong reasons.

(2º§) There are two things that can easily be said about Valdivia figurines: they are VERY Ecuadorian and they are VERY looted. The first explains why they appear prominently on the Ministry of Culture website (and on stencilled graffiti around Quito circa 2007). Ancient Ecuador has played second fiddle to Ancient Peru since the early days of archaeology. The Valdivia culture, however, represents something that Peru doesn't have, 'the oldest'. Everyone loves 'the oldest', national pride, etc. etc.

(3º§) Who else loves 'the oldest'? Collectors and Museums. If the Valdivia pottery sequence is the oldest in the new world, collectors want a slice of that pie. Heck, even better than some junky pottery, the Valdivia made interesting figurines: lovely ladies that look good on stark black backgrounds in auction catalogues. They are part of 'the oldest' yet they also look good.

(4º§) Valdivia sites are famously looted and Valdivia figurines are famously faked. A few years back I started doing some initial work into looting in Ecuador (which led to fieldwork in Quito and the cloud forest that didn't really go anywhere as of yet) and I, like anyone else going down that road, came across Bruhns and Hammond's 1983 Journal of Field Archaeology piece 'A Visit to Valdivia'. Knowing nothing at all about Ecuador at the time, I had never heard of Valdivia, a wonder since the only Ecuadorian archaeology books that Cambridge owns are a few by the late Betty Meggars and Emilio Estrada from the 1950s and 1960s which link uber-ancient Ecuador to Jomon Period Japan (yeah...I know). As Bruhns and Hammond relate, Meggars detected faking at Valdivia immediately after the start of her excavations: practical jokers who discovered a market for their copies. As the market for the pieces grew, the presumed fakes get more and more elaborate and fanciful...and Valdivia sites were just looted to pieces.

(5º§) So really with Valdivia we are left with a situation where we don't know what is real. It is directly comparable to the Cycladic Figurine problem: the corpus is mostly looted, it contains tons of forms not found in the limited archaeological excavations that have been conducted, and we intellectual consumers of artefacts don't know what to believe. To me Valdivia figurines are the perfect looting Catch 22: they warrant study so that the interested public can learn about 'the oldest', but they can't be studied because collectors wanted 'the oldest' so sites were looted and buckets of fakes were produced.

(6º§) In 2007 I bought a fake Valdivia figurine in Otavalo which now stands in a Spondylus shell on my counter and watches me cook. The fella selling it to me told me it was real. I knew it wasn't but made to put it back saying something along the lines that law breaking makes me sick. He quickly agreed that it wasn't real and cut his asking price by a ton. Que Sera. Three cheers, Ecuadorian Ministry of Culture, your logo is the best.

What the Paris Olympics opening ceremony really meant

The opening ceremony of the Olympic Games traditionally offers the host city the opportunity to celebrate sporting excellence and international unity while also presenting to the world a flattering portrait of its own nation, informed by its own culture. [...]

It was described variously as magical or catastrophic, as an astonishing apotheosis or a distressing accumulation of kitsch. Lady Gaga performed up and down a flight of stairs, dressed in feathers. The French singer Philippe Katerine, covered in blue body paint and dressed up as Bacchus, reclined in a platter of fruit. A threesome blossomed in the Bibliothèque Nationale. Decapitated figures of Marie-Antoinette holding their singing heads appeared at the windows of the Conciergerie. A floating piano was set on fire. The ceremony was conceived over two years by a committee made up of historian Patrick Boucheron (a member of the prestigious research institute, the Collège de France), the scriptwriter Fanny Herrero (creator of the Netflix series 10 Pour Cent/Call My Agent), the novelist Leïla Slimani (winner of the Goncourt literary prize for her novel Chanson douce/Lullaby), and the dramatist Damien Gabriac, who were all assembled in 2022 by the event’s master of ceremonies, theatre director Thomas Jolly. to co-write the script of their celebration of France.

The man behind Le Puy du Fou is entrepreneur and politician Philippe de Villiers. Although de Villiers briefly served as Secretary of State for Culture under Socialist President François Mitterand, he is currently a member of French nationalist party Reconquête!, whose leader is the far-right firebrand Eric Zemmour. De Villiers is a Christian traditionalist who has expressed hostility towards Islam and has maintained that during the French Revolution a political ‘genocide’ was perpetrated against the Royalist people of Vendée.

It was therefore important for Jolly and his team firmly to distance their own project from Le Puy du Fou and to offer instead, as Jolly said: ‘the opposite of a virile, heroic and providential history’, of ‘an ode to grandeur’ or to the ‘manifestation of force’. Besides de Villiers’ theme park, another anti-model may have been the opening ceremony of the 2023 Rugby World Cup. Hosted by the popular actor Jean Dujardin and featuring a playful celebration of traditional French life, it was criticised for portraying a nostalgic and ‘rancid’ version of France. To be sure, at a time when France is politically and culturally riven, it would have seemed important to tell a national story that would unite rather than divide. In contrast, Jolly aimed for a celebration of ‘planetary multi-ethnicity’. But was it not in hindsight a mistake, a missed opportunity, to throw out, for fear that it might be politically toxic, anything that might be perceived as a celebration of French history, or the shared heritage that binds all French people together?

Patrick Boucheron, the historian in Jolly’s team, has declared his ‘resistance’ to the idea of a ‘roman national’, the strengthening story a nation collectively weaves about itself – the word roman meaning in this instance at once a narrative and a romance. Boucheron favours instead a decentring of national consciousness and a deconstruction of national history. There was always a danger in rejecting historical greatness for ideological reasons. Louis XIV and Napoleon Bonaparte – both absent from the celebration – really do belong to all French; including them in the narrative would not have made it reactionary. Meanwhile Jolly’s desire systematically to foreground pop culture in order not to appear elitist often felt parochial. What is the long-term cultural significance of Nicky Doll, Paloma and Piche, stars of the reality show Drag Race France? Was the performance of John Lennon’s song Imagine really, as a sports historian declared in thenewspaper Libération, ‘heavy with meaning’ because of its nature as a ‘political and cultural allegory’?

Wasn’t it also a pity not to celebrate France’s contemporary achievements, especially the rebuilding of Notre-Dame after its devastation by fire, and the Grand Paris Express transport network being developed for better integration of central Paris and its banlieues?

But above all, what was missing from the show, with rare exceptions – such as the sight of the Olympic cauldron rising into the sky tethered to a gigantic hot air balloon – was beauty. This signalled a lack of cultural confidence on the part of the ceremony’s storytellers. It was telling, for example, that Marcel Proust, one of France’s most exceptional writers, was featured as a caricatured carnival head, alongside Little Red Riding Hood and Marcel Marceau. Nor was placing the ceremony under the auspices of ‘Ça ira’, a 1790 anthem of the French Revolution as familiar to the French as the Marseillaise, an expression of intellectual confidence. Like the Marseillaise, ‘Ça ira’ is a call to violence – an ode to the systematic hanging of aristocrats from lamp-posts – and insisting, as Jolly did, that it can be reframed as a message of hope and of ‘union and unity within diversity’ is meaningless.

Ultimately, whether any of this landed with its audience remains doubtful. In spite of the driving rain, the French enjoyed the show’s wackiness, the party atmosphere, the excitement and anticipation of the Games. And the Games themselves were a wonderful success. But a message was sent nevertheless. And now that the Olympic truce is over, Emmanuel Macron must once again face up to a divided nation

Human genome editing: potential seeds of conflict


Recently, The Lancet published an important declaration regarding the necessity of regulating and legislating for human genome editing. We agree with their opinions that the human genome editing technology and resulting research can have both positive and negative effects on human society. The use of genome editing for research and commercial purposes has sparked debates in both biological and political realms. However, most of them have mainly focused on the effects of human genome editing on the patients themselves, and little attention has been paid to their offspring.


Several films, such as Gattaca and Gundam SEED, have addressed the conflicts that arise from human genome editing. Such conflicts not only exist within the generation who have experienced editing but are also transmitted to their offspring. For example, in these films, the offspring of people without genome editing felt a sense of unfairness regarding the inferiority of their physical (or other non-edited domains) status, whereas the offspring of people with genome editing grew up in a biased, discriminated against, and ostracized environment. They could have lived in peace with a strong and well regulated government; however, when the tenuous grip of government weakens, jealousy and resentment can lead to ruins. Although these scenes still exist in films, they might become increasingly plausible in decades to come. Using the concept of preparedness, access, countermeasures, tools, and trust, we should prepare legitimate human genome editing, establish access to deal with imminent or potential discrimination, develop countermeasures and tools for prevention and resolution of conflict, and entrust future generations with the responsibility to use them wisely.

Stanford Medicine scientists transform cancer cells into weapons against cancer

(1º§) Some cities fight gangs with ex-members whoeducate kids and starve gangs of new recruits. Stanford Medicine researchers have done something similar with cancer — altering cancer cells so that they teach the body's immune system to fight the very cancer the cells came from.


(2º§) "This approach could open up an entirely new therapeutic approach to treating cancer," said Ravi Majeti, MD, PhD, a professor of hematology and the study's senior author. The research was published March 1 in Cancer Discovery. The lead author is Miles Linde, PhD, a former PhD student in immunology who is now at the Fred Hutchinson Cancer Institute in Seattle.


(3º§) Some of the most promising cancer treatments use the patient's own immune system to attack the cancer, often __ taking the brakes off immune responses to cancer or by teaching the immune system to recognize and attack the cancer more vigorously. T cells, part of the immune system that learns to identify and attack new pathogens such as viruses, can be trained to recognize specific cancer antigens, which are proteins that generate an immune response.


(4º§) For instance, in CAR T-cell therapy, T cells are taken from a patient, programmed to recognize a specific cancer antigen, then returned to the patient. But there are many cancer antigens, and physicians sometimes need to guess which ones will be most potent.


(5º§) A better approach would be to train T cells to recognize cancer via processes that more closely mimic the way things naturally occur in the body — like the way a vaccine teaches the immune system to recognize pathogens. T cells learn to recognize pathogens because special antigen presenting cells (APCs) gather pieces of the pathogen and show them to the T cells in a way that tells the T cells, "Here is what the pathogen looks like — go get it."


(6º§) Something similar in cancer would be for APCs to gather up the many antigens that characterize a cancer cell. That way, instead of T cells being programmed to attack one or a few antigens, they are trained to recognize many cancer antigens and are more likely to wage a multipronged attack on the cancer.


(7º§) Now that researchers have become adept at transforming one kind of cell into another, Majeti and his colleagues had a hunch that if they turned cancer cells into a type of APC called macrophages, they would be naturally adept at teaching T cells what to attack.


(8º§) "We hypothesized that maybe cancer cells reprogrammed into macrophage cells could stimulate T cells because those APCs carry all the antigens of the cancer cells they came from," said Majeti, who is also the RZ Cao Professor, assistant director of the Institute for Stem Cell Biology and Regenerative Medicine and director of the Ludwig Center for Cancer Stem Cell Research and Medicine.


(9º§) The study builds on prior research from the Majeti lab showing that cells taken from patients with a type of acute leukemia could be converted into non-leukemic macrophages with many of the properties of APCs.


(10º§) In the current study, the researchers programmed mouse leukemia cells so that some of them could be induced to transform themselves into APCs. When they tested their cancer vaccine strategy on the mouse immune system, the mice successfully cleared the cancer.


(11º§) "When we first saw the data showing clearance of the leukemia in the mice __ working immune systems, we were blown away," Majeti said. "We couldn't believe it worked as well as it did."


(12º§) Other experiments showed that the cells created from cancer cells were indeed acting as antigen-presenting cells that sensitized T cells to the cancer. "What's more, we showed that the immune system remembered what these cells taught them," Majeti said. "When we reintroduced cancer to these mice over 100 days after the initial tumor inoculation, they still had a strong immunological response that protected them."


(13º§) "We wondered, If this works with leukemias, will it also work with solid tumors?" Majeti said. The team tested the same approach using mouse fibrosarcoma, breast cancer, and bone cancer. "The transformation of cancer cells from solid tumors was not as efficient, but we still observed positive results," Majeti said. With all three cancers, the creation of tumor-derived APCs led to significantly improved survival.


(14º§) Lastly, the researchers returned to the original type of acute leukemia. When the human leukemia cell-derived APCs were exposed to human T cells from the same patient, they observed all the signs that would be expected if the APCs were indeed teaching the T cells how to attack the leukemia.


(15º§) "We showed that reprogrammed tumor cells could lead to a durable and systemic attack on the cancer in mice and a similar response with human patient immune cells," Majeti said. "In the future we might be able to take out tumor cells, transform them into APCs and give them back to patients as a therapeutic cancer vaccine."


(16º§) "Ultimately, we might be able to inject RNA into patients and transform enough cells to activate the immune system against cancer without having to take cells out first," Majeti said. "That's science fiction __ this point, but that's the direction we are interested in going."

Multimodality in the English language classroom:
A systematic review of literature


Literacy in the 21st century is now no longer regarded simply as the ability to use a language competently in a mono-cultural setting. Literacy today involves students knowing how to navigate across an increasingly complex communication landscape and to negotiate a range of contexts and patterns of intercultural meanings as well as the prevalence of multimodal texts.

Contemporary communication environment is characterised by multimodal meaning-making, that is the “multiplicities of media and modes”, as well as “increasing local diversity and global connectedness” (New London Group, 1996, p. 62) which necessitates a shift in the pedagogical approaches that are adopted by teachers. This is especially so in the digital age where a sole focus on language in literacy is no longer sufficient for the new workplace given that a revised sense of ‘competence’ is required. The recognition of social diversity also demands pedagogical approaches that engage with the transcultural and multicultural classroom. Issues of the day such as fake news and social justice concerns also need to be addressed in the literacy classroom.

Multimodality focuses on understanding how semiotic resources (visual, gestural, spatial, linguistic, and others) work and are organised. Multimodality in education adopts an expanded view of literacy to include the range of multimodal communicative practices which young people are involved in today's digital age. Multimodal pedagogies refer to the ways in which the teacher can design learning experiences using a range of multimodal resources. It involves teachers making design choices in the ways in which the curriculum content is expressed, arranged, andsequenced multimodally. Multimodal pedagogies also involve designing opportunities for students to explore and perform ideas and identities using a range of meaning-making resources. The teaching and learning activities often involve drawing from the students’ funds of knowledge and their lifeworld. With multimodal pedagogies, teachers orchestrate the learning process by weaving together a series of knowledge representations into a cohesive tapestry and in so doing make apt selection of meaning-making resources to design the students’ learning experience.

Americans May Add Five Times More Plastic to the Oceans Than Thought

The United States is using more
plastic than ever, and waste exported for
recycling is often mishandled, according
to a new study.
The United States contribution
to coastal plastic pollution worldwide is
significantly larger than previously
thought, possibly by as much as five
times, according to a study published
Friday. The research, published in Science
Advances, is the sequel to a 2015 paper
by the same authors. Two factors
contributed to the sharp increase:
Americans are using more plastic than
ever and the current study included
pollution generated by United States
exports of plastic waste, while the earlier
one did not.
The United States, which does
not have sufficient infrastructure to
handle its recycling demands at home,
exports about half of its recyclable waste.
Of the total exported, about 88 percent
ends up in countries considered to have
inadequate waste management.
“When you consider how much
of our plastic waste isn’t actually
recyclable because it is low-value,
contaminated or difficult to process, it’s
not surprising that a lot of it ends up
polluting the environment,” said the
study’s lead author, Kara Lavender Law,
research professor of oceanography at
Sea Education Association, in a
statement.
The study estimates that in
2016, the United States contributed
between 1.1 and 2.2 million metric tons of
plastic waste to the oceans through a
combination of littering, dumping and
mismanaged exports. At a minimum,
that’s almost double the total estimated
waste in the team’s previous study. At the
high end, it would be a fivefold increase
over the earlier estimate.
Nicholas Mallos, a senior
director at the Ocean Conservancy and an
author of the study, said the upper
estimate would be equal to a pile of
plastic covering the area of the White
House Lawn and reaching as high as the
Empire State Building.
The ranges are wide partly
because “there’s no real standard for
being able to provide good quality data on
collection and disposal of waste in
general,” said Ted Siegler, a resource
economist at DSM Environmental
Solutions, a consulting firm, and an
author of the study. Mr. Siegler said the
researchers had evaluated waste-disposal
practices in countries around the world
and used their “best professional
judgment” to determine the lowest and
highest amounts of plastic waste likely to
escape into the environment. They settled
on a range of 25 percent to 75 percent.
Tony Walker, an associate
professor at the Dalhousie University
School for Resource and Environmental
Studies in Halifax, Nova Scotia, said that
analyzing waste data can amount to a
“data minefield” because there are no
data standards across municipalities.
Moreover, once plastic waste is shipped
overseas, he said, data is often not
recorded at all.
Nonetheless, Dr. Walker, who
was not involved in the study, said it
could offer a more accurate accounting of
plastic pollution than the previous study,
which likely underestimated the United
States’ contribution. “They’ve put their
best estimate, as accurate as they can be
