Brazilian courts tussle over unproven cancer treatment


Patients demand access to compound despite lack of clinical testing. A court in the Brazilian state of São Paulo has cut off distribution of a compound that is hailed by some as a miracle cancer cure — even though it has never been formally tested in humans. On 11 November, to the relief of many cancer researchers, a state court overturned earlier court orders that had obliged the nation’s largest university to provide the compound to hundreds of people with terminal cancer.
The compound, phosphoethanolamine, has been shown to kill tumor cells only in lab dishes and in mice (A. K. Ferreira et al. Anticancer Res. 32, 95–104; 2012). Drugs that seem promising in lab and animal studies have a notoriously high failure rate in human trials. Despite this, some chemists at the University of São Paulo’s campus in São Carlos have manufactured the compound for years and distributed it to people with cancer. A few of those patients have claimed remarkable recoveries, perpetuating the compound’s reputation as a miracle cure.
The Brazilian constitution guarantees universal access to health care, and it is common in Brazil for patients to turn to the courts to access drugs that the state healthcare system does not dispense because of their cost. But phosphoethanolamine presents a different situation because it is not really a ‘drug’ at all. It is not approved by Brazil’s National Health Surveillance Agency.
Those who argue that people who are terminally ill have a right to try experimental medicines saw a decision in favor of a patient in October 2015 as a significant victory. But to the university administration, drug regulators and cancer researchers, it showed blatant disregard for the basic scientific principle that a drug should be demonstrated to be safe and effective before being given to patients outside of a clinical trial.

When I got to the airport, I learnt that the plane from Cairo, on which my brother was travelling, had been delayed at Paris with engine trouble and was expected to be about an hour late. As a rule I can pass the time quite happily; watching the planes land and take off, but that evening I had a headache; which I thought that the noise of the engines might make worse. I decided, therefore to walk around to make the time pass quickly.
First of all I went back to the place where I had left my car to make sure that all the doors were locked. The walk in the fresh air did me good, for I felt slightly better as I entered the main airport building again. I made my way to the restaurant, where I ordered a cup of black coffee. As I stood drinking this at the counter, I studied the faces of the people around me. Some passengers were obviously anxious about the time, and kept looking at their watches; others checked to see that they had tickets, passports and money. Where there was a group of people, it was easy to tell which one was about to leave. He was the object of everyone’s attention and looked either very happy or very sad at the thought of departure.
There was one woman who burst into tears as she said goodbye to the relatives or friends who had come to see her off. When I had finished my coffee, I went along to the bookstall, where I bought a couple of magazines, both of them about travel, which would help to make the time pass pleasantly. Then I went into one of the waiting-rooms and made myself comfortable in a big armchair. I had hardly had time to open one of my magazines, when someone came up and put his hand on my shoulder. Vimos que o Vale do Silício é um tecnopolo importante, com indústria avançada, de ponta, em que são feitos altos investimentos. Mas, às vezes, uma simples ideia pode valer mais do que muita tecnologia. É o caso da maior rede social do mundo, o Facebook.
Segundo o seu criador Mark Zuckerberg, em seu segundo ano da Universidade de Harvard (2004), ele e seus amigos tinham muito a compartilhar: suas fotos, o que estudavam, de que gostavam, entre tantas outras coisas que os amigos curtem. Pensando nisso, Mark elaborou – em duas semanas e com apenas 19 anos de idade – a primeira versão do que se tornaria essa famosa rede social.
Mas há quem diga que a história inicial não foi tão sublime, mas que tudo começou como uma brincadeira: Mark teria colocado as fotos das garotas da Universidade na internet, à revelia, para que os colegas escolhessem qual a mais bonita. Outro detalhe não menos importante seria que o desenvolvimento do Facebook contou com a colaboração de mais colegas, entre eles o brasileiro Eduardo Saverin, reconhecido como o co-fundador do site.
De qualquer forma, e intrigas à parte, inovação e agilidade transformaram esse pequeno projeto/brincadeira em uma empresa extremamente lucrativa, com mais de 500 milhões de usuários, faturamento bilionário e um valor de 50 bilhões de dólares, estimado pelo Banco Sachs em janeiro de 2011, maior do que o da Time Warner.

Why a global Language?


‘English is the global language.’ – A headline of this kind must have appeared in a thousand newspapers and magazines in recent years. ‘English Rules’ is an actual example, presenting to the world an uncomplicated scenario suggesting the universality of the language’s spread and the likelihood of its continuation. (…)
These are the kinds of statement which seem so obvious that most people would give them hardly a second thought. Of course English is a global language, they would say. You hear it on television spoken by politicians from all over the world. Wherever you travel, you see English signs and advertisements. Whenever you enter a hotel or restaurant in a foreign city, they will understand English, and there will be an English menu. (…)
But English is news. The language continues to make news daily in many countries. And the headline isn’t stating the obvious. For what does it mean, exactly? Is it saying that everyone in the world speaks English? This is certainly not true, as we shall see. Is it saying, then, that every country in the world recognizes English as an offcial language? This is not true either. So what does it mean to say that a language is a global language? Why is English the language which is usually cited in this connection? How did the situation arise? And could it change? Or is it the case that, once a language becomes a global language, it is there forever?
These are fascinating questions to explore, whether your frst language is English or not. If English is your mother tongue, you may have mixed feelings about the way English is spreading around the world. You may feel pride, that your language is the one which has been so successful; but your pride may be tinged with concern, when you realize that people in other countries may not want to use the language in the same way that you do, and are changing it to suit themselves. We are all sensitive to the way other people use (it is often said, abuse) ‘our’ language. Deeply held feelings of ownership begin to be questioned. Indeed, if there is one predictable consequence of a language becoming a global language, it is that nobody owns it any more. Or rather, everyone who has learned it now owns it – ‘has a share in it’ might be more accurate – and has the right to use it in the way they want. This fact alone makes many people feel uncomfortable, even vaguely resentful. ‘Look what the Americans have done to English’ is a not uncommon comment found in the letter-columns of the British press.
But similar comments can be heard in the USA when people encounter the sometimes striking variations in English which are emerging all over the world. And if English is not your mother tongue, you may still have mixed feelings about it. You may be strongly motivated to learn it, because you know it will put you in touch with more people than any other language; but at the same time you know it will take a great deal of effort to master it, and you may begrudge that effort. Having made progress, you will feel pride in your achievement, and savour the communicative power you have at your disposal, but may none the less feel that mother-tongue speakers of English have an unfair advantage over you. These feelings are natural, and would arise whichever language emerged as a global language. They are feelings which give rise to fears, whether real or imaginary, and fears lead to conflict. Language is always in the news, and the nearer a language moves to becoming a global language, the more newsworthy it is. So how does a language come to achieve global status?

Em 1925, quando a era das comunicações começava a se acelerar, o filósofo francês Maurice Halbwachs aventou a ideia de uma “memória coletiva”: o conjunto de lembranças que um grupo de pessoas compartilha sobre um evento marcante e que, somado a fatos e imagens de domínio público, forma um tecido muito mais extenso e bem tramado do que a simples soma das recordações individuais. Esse tecido é tão forte, aliás, que pode ser compartilhado até mesmo por gerações que não assistiram aos acontecimentos. É um fenômeno presente na maneira como os judeus lembram o Holocausto ou os americanos revivem a Guerra do Vietnã. Na vida brasileira, o ano de 1970 é um desses polarizadores da memória coletiva: o ano em que o país reuniu a mais brilhante escalação da história do futebol, em que esse time derrotou de maneira quase heroica cada um dos seus adversários [...], em que a população experimentou, na Copa do Mundo, seu primeiro grande evento de mídia – e também um ano em que a ditadura militar arrancava as pessoas de suas casas e sumia com elas, em que tudo era dito aos sussurros e em que essa euforia de uma torcida nacional foi usada como cortina de fumaça para o desgoverno e se misturou a ele. Don’t go overboard with the SPF. The American Academy of Dermatology recommends using an SPF of at least 30, but most experts agree to not go over 50. It’s not that a higher SPF doesn’t provide any more protection, but once you get above 50, that increase is negligible. Case in point: SPF 50 blocks about 97% of UVB rays, while SPF 100 blocks about 99%.
But most sunscreen users don’t think about that; rather, they see a number that’s twice as high and assume they’ll get twice as much protection or that the protection will last twice as long, which cultivates a false sense of security that could lead to a bad burn. “SPF values above 50 are really misleading,” Lunder says. “They offer a very small increase in sunburn [UVB] protection, and they don't offer better UVA protection.” She says that the FDA is considering a rule to cap SPF values at 50, but nothing has been finalized.
And then there’s the fact that, although the increase in SPF doesn’t add much protection, it could increase your chances of negative side effects from the ingredients. “We do not recommend SPF of 50 or higher, as the minimal added protection does not outweigh the exponentially more active ingredients required to do so,” Chris Birchby, the founder of the sun-care line Coola, tells Teen Vogue. “More active ingredients increase the chances of skin irritation.”

Uma visão realista do papel da informação e do conhecimento nos atuais processos produtivos leva a crer que nem uma nem outro conduzem necessariamente à igualdade social. Isso implica considerar que as novas tecnologias da informação, embora representem avanços em diversas áreas, também conduzem a formas inéditas de exclusão social.
Percebe-se, de um lado, o avanço da tecnologia, o desenvolvimento de recursos cada vez mais sofisticados.
De outro lado, mais uma forma de disparidade social: a exclusão da sociedade do conhecimento, caracterizada pela distância entre os que dominam as novas tecnologias e aqueles que mal as compreendem ou até as desconhecem nas mais diferentes regiões do planeta.
Os países também vivem de forma desigual o ingresso na sociedade do conhecimento. Exemplo mais evidente disso é a chamada rede mundial de computadores, a internet, que conseguiu interconectar, em poucos anos, milhões de pessoas nos lugares mais remotos do mundo. Contudo o acesso à rede é desigualmente distribuído: 75% dos usuários vivem nos países industrializados (14% da população mundial). Outra disparidade está no interior dos países: a maioria dos usuários da rede vive em zonas urbanas, possuem melhor escolaridade e condição socioeconômica, são jovens e a maior parte é do sexo masculino.
No Brasil, o Instituto Brasileiro de Geografia e Estatística (IBGE) contou mais de 32 milhões de usuários da internet.
A maioria desses usuários é do sexo masculino, tem média de idade de 28 anos, 10,7 de estudo e rendimento médio mensal familiar per capita de 1 milhão.
O perfil de quem não utiliza a rede de computadores - ou seja, não navega na internet - é claramente distinto: mais de 37 anos de idade, entre 5 e 6 anos de tempo de estudo e rendimento médio mensal de R$ 300.
Investir em educação - sobretudo no ensino de ciências desde o nível fundamental - está no ponto de partida para reverter a situação de quase letargia em que a América Latina se encontra se comparada aos países mais desenvolvidos, científica e tecnologicamente, de outras regiões do planeta.
No âmbito da tecnologia, há, em todo o globo, iniciativas voltadas para a redução da crescente lacuna digital, como o desenvolvimento de software (programa) livre e de computadores de baixo custo.
A revolução tecnológica, porém, não pode ser reduzida à mera incorporação ou ao acúmulo de maior número de máquinas e sistemas de informação e comunicação.
A inovação deve ter caráter social (sustentada com políticas educativas e de desenvolvimento social).
Somente a educação garantirá que as novas tecnologias da informação e da comunicação promovam qualidade de vida ao maior número possível de cidadãos.

Text 1: Brazil judge lifts WhatsApp suspension


A judge in Brazil has ordered that a suspension of the popular messaging application WhatsApp be lifted. Judge Xavier de Souza said the service should be re-instated immediately. A court had ordered the service be suspended for 48 hours on Thursday for failing to comply with a court order to provide investigators with information relating to a criminal court case.

Judge Souza said it was “not reasonable that millions of users be affected by the inertia of the company”. “Extreme ruling” Brazilians had complained bitterly on social media about the suspension of Whatsapp, which is a hugely popular app used by many to communicate with family, friends and colleagues both inside of Brazil and abroad. Ninety-three per cent of the country's internet population use Whatsapp, according to the TechCrunch website, with many young and poor Brazilians taking advantage of its free text message and internet telephone service.

Within hours of the suspension being coming into force, the hashtag #Nessas48HorasEuVou (#Inthese48hoursIwill) began trending on Twitter, with Brazilians joking about all the things they would do during the suspension. It’s worth remembering that Brazil already has a high cost of living – services and products often cost the same price as they do in the UK – but people often only earn about a third of the wage they would here. One of my friends who works for one of the major mobile providers in Brazil said it was advising people to download alternative apps such as Viber and/or create a group on Messenger to keep the communication flowing. “I am stunned that our efforts to protect people’s data would result in such an extreme decision by a single judge to punish every person in Brazil who uses WhatsApp,” Mr. Zuckerberg wrote in a post on Facebook.

The suspension was ordered after WhatsApp failed to comply with a court order. The court which ordered the suspension gave little detail, apart from saying that the order related to a criminal case. But Brazilian media said WhatsApp had been asked to provide details of communication by a suspected gang member who is alleged to have used WhatsApp to organise illegal activity. Separately from the court case, Brazilian phone companies have urged the government to restrict the use of free voice-over-internet services offered through WhatsApp.

The phone companies argue that the rise of WhatsApp has damaged their businesses. Meanwhile other messaging services said they had benefited from the temporary absence of WhatsApp. One such company, Telegram, said on Twitter that more than 1.5 million Brazilian users had joined up since the court order was handed down.
