Knowledge and the library
        It was not until the development of monastic libraries in Europe around 1200 that humanity amassed in a single place what approached the collective wisdom and knowledge of the age. Libraries may be exchanges of information and market places for ideas but they are also the buildings which contain the bulk of human knowledge. Or, at least they were until the electronic digitally stored information revolution of the 1980s.
        Now knowledge is virtually everywhere; it has broken free of the constraint of buildings. Today if you were today to destroy all theworld’s libraries, it is unlikely that more than 20% of human knowledge would be lost. Certainly, a large amount of archival material would disappear forever, but a substantial volume of knowledge would survive. If a library is a repository of knowledge, this is now just one of its functions. The library’s prime function is now making that knowledge available and encouraging exchange and reflection upon it.
        Electronic knowledge is nowadays available to everybody – in the home, workplace, airport terminal, school, and so on. The Internet has liberated the library; nevertheless, it has not removed the justification for library facilities.

1 Chaplin was famous in a way that no one had been
before; arguably, no one has been as famous since. At the peak
of his popularity, his screen persona, the Tramp, was the most

discussions of the new medium as popular entertainment, and
in defences of it as a distinct art form — a cultural position

Film histories will invariably assert that Chaplin’s

The integral approach strategies adopted by
Favela-Bairro consist of proposals of integrated and
participative actions. The path that goes from welfare
to work should combine programs and services for
human and social development with labor and incomegeneration
opportunities. To be viable, however, social
promotion interventions should be focused on
geographical areas with a high concentration of poverty,
specifically on the poorest families.
An intersectoral decentralized and participative
approach can produce synergetic effects capable of
providing greater impact for poverty and inequality
reduction policies, and capable of contributing to their
sustainability.
Although Favela-Bairro has been based on the idea
of integrated urban infrastructure interventions, initially
the program did not incorporate all the basic components
of an integral approach strategy. These components
weregradually incorporated into its design as a result
of the participatory process and the transformations
that occurred in the municipal administration.
Favela-Bairro is the result of an evolving process
that resulted in the creation of a typical integral
development model with a territorial base that
incorporates life-cycle perspectives.
Rio de Janeiro inhabitants, either living in favelas
or not, recognize the importance of the Favela-Bairro
program. A public opinion poll carried out in 2003 asked
cariocas (as Rio residents are called) to choose from
a list of governmental programs the one to which the
next mayor should give priority. Favela-Bairro was
chosen in first place in all three rounds of the survey.
The same institute asked respondents about the most
important project for the city, and again Favela-Bairro
ranked first: 26.1 percent of respondents have elected
Favela-Bairro as more important than programs such
as minimum income, popularrestaurants, and even
essential works in major city roads.

hijacked airliner crashed into the north tower
of the World Trade Center in New York. At
9:03 A.M. a second plane crashed into the
south tower. The resulting infernos caused
the buildings to , the south tower

north tower twenty-three minutes after
that. The attacks were masterminded by
Osama bin Laden in an attempt to intimidate
the United States and unite Muslims for a
restoration of the caliphate.
9/11, as the happenings of that day are now
called, has set off debates on a vast array of
topics. But I would like to explore a lesserknown
debate triggered by it. Exactly how
many events took place in New York on that
morning ........ September?
It could be argued that the answer is one.
The attacks on the two buildings were part of
a single plan conceived by one man in service
of a single agenda. They unfolded ........ a few
minutes and yards of each other, targeting
the parts of a complex with a single name,
design, and owner. And they launched a
single chain of military and political events in
their aftermath.
Or it could be argued that the answer is two.
The towers were distinct collections of glass
and steel separated by an expanse of space,
and they were hit at different times and went
out of existence at different times. The
amateur video that showed the second plane
closing in on the south tower as the north
tower billowed with smoke makes the twoness
unmistakable: while one event was frozen in
the past, the other loomed in the future.
The gravity of 9/11 would seem to make this
discussion frivolous to the point of impudence,
a matter of mere "semantics," as we say, with
its implication of splitting hairs. But the
relation of language to our inner and outer
worlds is a matter of intellectual fascination
and real-world importance.
______ "importance" is often hard to
quantify, ........ this case I can put an exact
value on it: 3,5 billion dollars. That was the
sum in a legal dispute for the insurance
payout to Larry Silverstein, the leaseholder of
the World Trade Center site. Silverstein’s
insurance policies stipulated a maximum
reimbursement for each destructive "event."
If 9/11 comprised a single event, he stood to
receive 3,5 billion dollars; if two, he stood to
receive 7 billion. In the trials, the attorneys
disputed the applicable meaning of the term
event. The lawyers for the leaseholder defined
it in physical terms (two s); those for
the insurance companies defined it in mental
terms (one plot). There is nothing "mere"
about semantics!
