One frequently overlooked area in planning is technical
reviews and inspections. A technical review requires substantial
preparation on the part of the presenters. Documents must be
published and distributed and presentation material organized and
made into slides or overheads. Practice sessions are conducted by

The reviewers should read the material, attend the

      Italian children have been told not to turn up to school unless they can prove they have been properly vaccinated. The deadline follows months of national debate over compulsory vaccination. The new law came amid a surge in measles cases - but Italian officials say vaccination rates have improved since it was introduced. Children must receive a range of mandatory immunisations before attending school. They include vaccinations for chickenpox, polio, measles, mumps and rubella.
      Children up to the age of six years will be excluded from nursery and kindergarten without proof of vaccination under the new rules. 01 The term "pollutant" refers to any substance that, when introduced to an area, has a negative impact on
the environment and its organisms. Pollution can impact human health, air, water, land and entire ecosystems. 
Most sources of pollution result from human activity.
Impact on Human Health
05 Many pollutants have a negative impact on human health. For example, pollutants in the air, such as ozone
or particulates in the air, may lead to respiratory health problems such as asthma, chronic bronchitis and
decreased lung function. Drinking contaminated water may lead to stomach and other digestive problems.
Pollutants such as mercury can accumulate in fish and seafood and can lead to serious health problems,
especially for vulnerable populations such as children or pregnant women. Pollutants in the soil, such as
10 contamination by heavy metals, toxins or lead, can lead to serious health problems, including cancer and
developmental problems in children.
Impact on Air
One of the most common sources of air pollution results from the burning of fossil fuels, such as vehicle
and factory emissions. These emissions are a major contributor to smog, a mass of particulate matter than
15 hangs like a cloud over many major cities and industrial areas. A second effect of air pollution is acid rain,
which forms when sulfur dioxide and nitrogen oxide in the air combine with oxygen, water and other chemicals in the air.

acid. Acid rain can lead to the death of trees, fish kills in lakes and damage to statues, monuments and

The complex linguistic universe of
Game of Thrones
Game of Thrones has garnered 38 Emmy
awards for its portrayal of a world of sex,
violence and politics so real that some viewers
could imagine moving there. Part of that detail
has been the creation of the richest linguistic
universe since J.R.R. Tolkien’s Middle Earth.
In the field of language-creation for fictional
worlds, there is Tolkien, and there is everybody
else. But David Peterson, the language-smith
of Game of Thrones , comes a close second for
the amount of thought put into its two
languages, Dothraki and Valyrian. The interest
in these tongues is such that a textbook for
learning Dothraki has been published, while
Duolingo, a popular online language-learning
platform, now offers a course in High Valyrian.
Inspired by fictional languages such as those
in the Star Wars films and with a master’s
degree in linguistics, Peterson made Dothraki
and Valyrian as rich and realistic as possible.
Creating words is the easy part; anyone can
string together nonsense syllables. But
Peterson, like Tolkien, took the trouble to give
his words etymologies and cousins, so that
the word for “feud” is related to the words
“blood” and “fight”. To make the languages
pronounceable but clearly foreign, he put
non-English sounds in high-frequency words
(like khaleesi , or queen), put the stress in
typically non-English places, and had words
begin with combinations of sounds that are
impossible in English, like hr .
Armed with a knowledge of common linguistic
sound changes, he gives his languages the
kinds of irregularities and disorder that arise in
the real world: High Valyrian’s obar
(“curve”) becomes Astapori Valyrian’s uvor .
Words’ meanings—as in real life—drift, too,
giving the system more realistic messiness.
Languages also play a prominent role in the
storyline. Dothraki is the guttural language of
a horse-borne warrior nation, but high-born
Daenerys Targaryen does not look down on it;
methodically learning it is key to her rise.
Tyrion Lannister is left to administer the city
of Mereen despite his ropy command of
Valyrian, leading to some comic moments.
And a prophecy of a future hero acquires new
meaning when an interpreter explains that the
word in question is ambiguous in Valyrian—it
could be “prince” or “princess”.
It might seem odd that a highly sexist society
like the one of Game of Thrones would have
languages where sex roles were not clearly
marked, but languages are not always perfect
vehicles for a culture. Random change can
leave them with too many words for one
concept, and not enough for another. In this
way, the flawed nature of language reflects
the foibles of flawed humans and the
imperfect worlds they strive to create.

                  This Chrome extension lets you learn a new language by watching Netflix
01     Learning a new language through immersion doesn’t mean you have to pack your bags and
02 move to Europe for three months. Now, you just need to turn __ Netflix. Language Learning with
03 Netflix is a Chrome extension that lets you watch shows with two subtitles on __ the same time

10 Netflix. “For some languages (Farsi, for example), there’s only a limited amount of learning
11 materials available”, Wilkinson said in an email. “I think a lot of people would enjoy studying a
12 language with material they are already familiar with”.
13     The tool works best as a supplement for people who already have some basic understanding
14 of the language they’re learning. There’s a vocabulary-highlighting feature that greys out less
15 common words, which is adjustable to match your vocabulary level. Hovering over a word
16 produces a pop-up dictionary, and clicking the word lets you hear it. You can also slow down the
17 dialogue or automatically pause playback at the end of every subtitle, so you can learn line by
18 line. There’s even a catalogue of recommendations for movies and shows that are good to study.
19     The Chrome extension is free to use, but Wilkinson and Apic’s product is expected to have
20 more features, like additional subtitles __ dubbed dialogue, which would only be available for paid
21 users. “Netflix has alternative audio tracks for many well-known series, but the subtitles in other
22 languages don’t match the audio”, Wilkinson said. “We’re considering creating new subtitles for
23 these alternative audio tracks, so you could study German, for example, with Breaking Bad with
24 matching German audio and subtitles”.
25     One of the few downsides is that the tool only works on Google Chrome, so you can’t use it
26 with your Netflix app on tablets or streaming services like Roku or Apple TV. Hopefully, the service
27 can make it’s way beyond browsers soon because it’s obvious that the potential __ language
28 learning through media is huge. Viki, a streaming service for Asian dramas, implemented a “Learn
29     Mode” in 2017 that essentially does the same thing by showing two subtitles at once. The
30 developers say they haven’t contacted Netflix yet, but “the project could likely go faster and
31 further with their support”.

The integral approach strategies adopted by
Favela-Bairro consist of proposals of integrated and
participative actions. The path that goes from welfare
to work should combine programs and services for
human and social development with labor and incomegeneration
opportunities. To be viable, however, social
promotion interventions should be focused on
geographical areas with a high concentration of poverty,
specifically on the poorest families.
An intersectoral decentralized and participative
approach can produce synergetic effects capable of
providing greater impact for poverty and inequality
reduction policies, and capable of contributing to their
sustainability.
Although Favela-Bairro has been based on the idea
of integrated urban infrastructure interventions, initially
the program did not incorporate all the basic components
of an integral approach strategy. These components
weregradually incorporated into its design as a result
of the participatory process and the transformations
that occurred in the municipal administration.
Favela-Bairro is the result of an evolving process
that resulted in the creation of a typical integral
development model with a territorial base that
incorporates life-cycle perspectives.
Rio de Janeiro inhabitants, either living in favelas
or not, recognize the importance of the Favela-Bairro
program. A public opinion poll carried out in 2003 asked
cariocas (as Rio residents are called) to choose from
a list of governmental programs the one to which the
next mayor should give priority. Favela-Bairro was
chosen in first place in all three rounds of the survey.
The same institute asked respondents about the most
important project for the city, and again Favela-Bairro
ranked first: 26.1 percent of respondents have elected
Favela-Bairro as more important than programs such
as minimum income, popularrestaurants, and even
essential works in major city roads.

It remains hard to defi ne, and attempts to do so often seem arbitrary. But in Brazil, the middle class describes those with a job in the formal economy, access to credit and ownership of a car or motorbike. According to the Fundação Getúlio Vargas (FGV), a research institute, this means households with a monthly income ranging from 1,064 reais ($600) to 4,561 reais. Since 2002, according to FGV, the proportion of the population that fi ts this description has increased from 44% to 52%. Brazil, previously notorious for its extremes, is now a middle–class country.
This social climbing is a feature mainly of the country´s cities, reversing two decades of stagnation that began at the start of the 1980s. Marcelo Neri of FGV suggests two factors behind the change. The fi rst is education. The quality of teaching in Brazil´s schools may still be poor, but those aged 15–21 now spend on average just over three more years studying than their counterparts did in the early 1990s.
The second is a migration of jobs from the informal "black" economy to the formal economy. The rate of formal job creation is accelerating, with 40% more created in the year to this July than in the previous 12 months, which itself set a record. Together with cash transfers to poor families, this helps to explain why ? in contrast with economic and social development in India or China ? as Brazil´s middle class has grown, so the country´s income inequality has lessened.

Fake news could ruin social media, but there’s still hope

Camille Francois, director of research and analysis at Graphika, told the audience of her talk at TNW Conference:

“Disinformation campaigns, or fake news is a concept we’ve known about for years, but few people realize how varied the concept can be and how many forms it comes in. When the first instances of fake news started to surface, they were connected with bots. These flooded conversations with alternative stories in order to create noise and, in turn, silence what was actually being said”.

According to Francois, today’s disinformation campaigns are far more varied than just bots – and much harder to detect. For example, targeted harassment campaigns are carried out against journalists and human-rights activists who are critical of governments or big organizations.

“We see this kind of campaigns happening at large scale in countries like the Philippines, Turkey, Ecuador, and Venezuela. The point of these campaigns is to flood the narrative these people try to create with so much noise that their original message gets silenced, their reputation gets damaged, and their credibility undermined. I call this patriotic trolling.”

There are also examples of disinformation campaigns mobilizing people. This was evident during the US elections in 2016 when many fake events suddenly started popping up on Facebook. One Russian Facebook page “organized” an anti-Islam event, while another “organized” a pro-Islam demonstration. The two fake events gathered activists to the same street in Texas, leading to a stand-off.

Francois explains how amazed she is that, in spite of social media being the main medium for these different disinformation campaigns, actual people also still use it to protest properly.

If we look at countries, like Turkey – where there’s a huge amount of censorship and smear campaigns directed at human right defenders and journalists – citizens around the world and in those places still use social media to denounce corruption, to organize human rights movements and this proves that we still haven’t lost the battle of who owns social media.

This is an ongoing battle, and it lets us recognize the actors who are trying to remove the option for people to use social media for good. But everyday you still have people all over the world turning to social media to support their democratic activities.
