It has become clear that preventive diplomacy is only one
of a class of actions that can be taken to prevent disputes from
turning into armed conflict. Others in this class are preventive
deployment of military and(or) police personnel; preventive
humanitarian action, for example, to manage and resolve a
refugee situation in a sensitive frontier area; and preventive
peace-building, which itself comprises an extensive menu of
possible actions in the political, economic and social fields,
applicable especially to possible internal conflicts.
All these preventive actions share the following
characteristics: they all depend on early warning that the risk of
conflict exists; they require information about the causes and
likely nature of the potential conflict so that the appropriate
preventive action can be identified; and they require the consent
of the party or parties within whose jurisdiction the preventive
action is to take place.

The element of timing iscrucial. The potential conflict
should be ripe for the preventive action proposed. Timing is also
an important consideration in peace-making and peace-keeping.
The prevention, control and resolution of a conflict is like the
prevention, control and cure of a disease. If treatment is
prescribed at the wrong moment in the evolution of a disease, the
patient does not improve, and the credibility of both the treatment
and the physician who prescribed it is compromised.

Towards a fairer distribution
1 Translation and interpretation in matters of diplomacy
is tricky. Language enthusiasts particularly enjoy the story
of the Treaty of Wuchale, signed between Ethiopia and Italy
4 in 1889. The text didn’t read the same in Amharic and
Italian. The former guaranteed Ethiopia’s king Menelik II a
good measure of autonomy in conducting foreign affairs.
7 The latter established an Italian protectorate with no
flexibility. The culprit: one verb, forming a permissive
clause in Amharic and a mandatory one in Italian. Six years
10 later, the differing interpretations led to war. Ethiopia won.
If only the Ethiopians and Italians had modern
translators at their side. Treaty translation is big business
13 today. The European Union, for example, spends an
estimated €300m annually on translating between its 23
official languages. (While this is a big chunk of money, it’s
16 less than 1% of the EU’s annual budget.) Three of those—
English, French, and German—are working languages in
most meetings. In reality, English is most commonly used.
But because each document must be faithfully recreated in
each of the EU’s 23 languages, creating authentic versions
can be expensive and time-consuming. Thankfully, most
22 problems are dealt with in procès-verbal, a way to introduce
technical corrections to treaties without revisiting
negotiations. It might still delay matters. Last year, for
25 example, Ireland’s ratification of an EU treaty was delayed
by grammatical errors in the Irish version. There are obvious
trade-offs to language equality, but the EU has calculated
28 that the delays and costs are worth it.
The United Nations should revisit its own calculations.
It has just six official and two working languages. The task
31 of translation here in Geneva, home to most UN organs, is
thus decidedly simpler. The UN’s official languages are
geographically diverse—combined, native speakers of
34 Arabic, English, French, Mandarin, Russian and Spanish
number over 2.2 billion. But the two working languages are
bound to tradition. The persistence of French is attributed to
37 its history as the “language of diplomacy”. In the hallways
of the New York headquarters, English is (naturally)
favored, and French is preferred in Geneva. Treaties
40 registered with the United Nations Treaty Series are always
translated into French and English. Documents are always
provided in French and English. This city’s Geneva
43 Conventions, written in equally authentic French and
English versions, laid part of the groundwork for the
45 international system.

Vigilance needed to ensure safe infant food

WHO and FAO alert countries to possible spread of melaminecontaminated dairy products

WHO and the UN Food and Agriculture Organization (FAO) are urging affected countries to ensure safe feeding of millions of infants following the ongoing melamine–contaminated milk crisis in China. The two agencies also call on countries to be alert to the possible spread of melamine–contaminated dairy products.
"While breastfeeding is the ideal way of providing infants with the nutrients they need for healthy growth and development, it is also critical to ensure that there is an adequate supply of safe powdered infant formula to meet the needs of infants who are not breastfed", said Dr Jorgen Schlundt, Director of the WHO Food Safety Department.
Replacing powdered infant formula with other products such as condensed milk, honey mixed with milk, or fresh milk is inappropriate as such products would put at risk the safety and nutritional status of this vulnerable population group, the two agencies advised.
"Restoring consumer confidence is critical. Melaminecontaminated products should be removed from the food chain in order to prevent further exposure. The safe supply of dairy products needs to be restored immediately," said Dr Ezzeddine Boutrif, Director of the FAO Nutrition and Consumer Protection Division.

Safe feeding for infants

WHO recommends that all infants should be fed exclusively with breast milk for the first six months of life. No other liquid or food, not even water, is needed during this period. Thereafter, infants should receive adequate and safe complementary foods while breastfeeding continues up to two years of age and beyond.
Following reports of findings of imported melaminecontaminated products in several countries over the last two weeks, countries should closely monitor their markets. The two agencies highlighted that melamine–contaminated products could reach markets in other countries through both formal and informal trade. Getting information about the origin of the product, up–to–date recall information or in some cases testing for melamine contamination might be considered. If found contaminated, appropriate actions such as product recall and safe disposal should be taken, based on an assessment of the risk to human health.

Safe supply of food critical

Food safety is not the sole responsibility of public authorities. The food industry is also responsible for ensuring a safe supply of food to the consumer. "It is critical that the industry strongly invests in food safety and adopts a food safety culture covering the food chain from raw materials through to the final product," said Dr Boutrif.
Incidents such as melamine contamination in China not only impact food safety and human health but also put the livelihoods of hundreds of millions of dairy farmers at risk. "There is a need for countries to do major investment in strengthening their food control and food–borne disease surveillance systems as it could minimize the potential occurrence of food safety incidents like this one", said Dr Schlundt.
The melamine–contaminated dairy products event first came to the attention of the international organizations on 11th September. Both WHO and FAO have used the International Food Safety Authorities Network (INFOSAN) to inform and update national food safety authorities on this crisis, one of the largest in recent years.
Over 54,000 children have sought medical treatment in China after drinking melamine–contaminated infant formula. Almost 12,900 are currently hospitalized.
Melamine is commonly used in food contact materials (e.g. containers, labels, etc.) and can also be used in agriculture production such as fertilizer. Whether this has a potential for carry–over into food at low concentrations (usually in the range of microgram per kilogram) and further impact on human health may need further evaluation.
Melamine on its own is of low toxicity. But animal studies have suggested that kidney problems occur when melamine is present in combination with cyanuric acid, a potential impurity of melamine. The level of melamine found in the contaminated infant formula has been as high as 2,560 miligram per kilogram of food, while the level of cyanuric acid is unknown.

Universities these days are working hard to improve their sustainability credentials, with efforts that include wind power, organic food and competitions to save energy. They are also adding courses related to sustainability and energy. But which university is the greenest?
Several ranking systems have emerged to offer their take. The Princeton Review recently came out with its second annual green ratings. Fifteen colleges earned the highest possible score — including Harvard, Yale and the University of California, Berkeley.
