Quality of School Lunches Questioned

The meat being provided to our nation?s students in their lunches may not meet requirements by the fast–food industry, according to a recent investigation.
Those pangs of guilt when biting into a fast–food hamburger are one thing, but who would imagine that burger could be made with higher–quality meat than what our students are getting in school?
A recent USA Today investigation found that the nation?s largest fast–food chains have higher quality and safety standards for the meat they use than what the U.S. Department of Agriculture has for the meat used for the National School Lunch Program, which is served to 31 million students a day.
While the USDA rules for meat sent to schools maintain government safety standards, the government rules have fallen behind the stricter regulations of fast–food chains and other large retailers. Fast–food chains test their meat five to ten times more often than the USDA for bacteria and would reject meat that the USDA deems safe for consumption.
The standards for meat sent to schools and retailers are so disparate that ground beef from a plant with a salmonella outbreak this past August was recalled by retailers, but ground beef from the same plant produced during that outbreak was still shipped to schools.
In addition to meat quality issues, school cafeterias are not being inspected as rigorously required by the Child Nutrition Act. USA Today found that 8,500 schools across the country did not have their kitchens inspected at all in 2008, and another 18,000 schools did not complete the two required yearly inspections.
The USDA is responsible for inspecting every school cafeteria twice a year, but the requirement is difficult to enforce. For starters, the USDA requires that states simply provide the number of schools that have been inspected, but don?t keep record of school names. Also, these cafeteria inspections are not free and the money is not automatically provided to meet the mandate. With resources for schools scares across the country, cafeteria needs are not often a top priority.
These quality control problems for school lunches are not going unnoticed by NEA (National Education Association) members. Education support professionals and educators know the important role nutritious school lunches play in student achievement. "While the lunches may, according to standards, be a balanced lunch, it leaves a lot to be desired as far as the standard applied to the contents of a school lunch", said Bob Munoz, a Nevada educator.

A French art expert believes a charcoal drawing kept in a collection for more than 150 years may be a preparatory sketch made by Leonardo da Vinci of the Mona Lisa.

The black-and-white drawing of a woman, nude from the waist up, known as the Monna Vanna, was previously attributed to Leonardo’s studio, suggesting it was done in his style by a pupil or follower, not by the master himself.

But after preliminary tests at the Louvre Museum, experts believe the sketch may well have been drawn by Leonardo.

Among the signs, according to curator Mathieu Deldicque, are the fact the drawing was made during the same period as the Mona Lisa, the paper is from the same region of Italy, and the technique is very similar to that of the Mona Lisa.

“We know the drawing was made during the lifetime of Leonardo da Vinci, we know that the paper was made in Italy, between Venice and Florence, and the third discovery is the high quality of this drawing in the face of the Monna Vanna and in her arms,” Deldicque told reporters.

“That’s very interesting because the arms are the same as the Mona Lisa‘s.”

Leonardo, who lived from 1452 to 1519, was an engineer, scientist, inventor and sculptor, as well as one of the finest artists of the Italian Renaissance.

He painted the Mona Lisa, also known as La Gioconda and regarded as the world’s most valuable artwork, at the beginning of the 16th century. It is believed to depict Lisa Gherardini, the wife of a successful merchant.

EXCITING

The charcoal portrait, in which the woman is holding a similar pose to the Mona Lisa but with her body more side-on and her head turned further over her left shoulder, has been held in a collection at the Conde Museum at the Palace of Chantilly, north of Paris, since 1862.

The Mona Lisa and Monna Vanna hold their hands in very similar ways, the right hand across the left and resting on the forearm, the fingers gently extended.

Deldicque said that while it was exciting to think the charcoal drawing was created by Leonardo, there were more tests to be done.

“We have one more month of analysis and then a very slow process of history of art with a collection of analysts and advice by specialists,” he said.

It is possible that process will determine that the authorship is the same. But it may also be inconclusive, he said, adding:

“Maybe the mystery will remain.”

It has become clear that preventive diplomacy is only one
of a class of actions that can be taken to prevent disputes from
turning into armed conflict. Others in this class are preventive
deployment of military and(or) police personnel; preventive
humanitarian action, for example, to manage and resolve a
refugee situation in a sensitive frontier area; and preventive
peace-building, which itself comprises an extensive menu of
possible actions in the political, economic and social fields,
applicable especially to possible internal conflicts.
All these preventive actions share the following
characteristics: they all depend on early warning that the risk of
conflict exists; they require information about the causes and
likely nature of the potential conflict so that the appropriate
preventive action can be identified; and they require the consent
of the party or parties within whose jurisdiction the preventive
action is to take place.

The element of timing iscrucial. The potential conflict
should be ripe for the preventive action proposed. Timing is also
an important consideration in peace-making and peace-keeping.
The prevention, control and resolution of a conflict is like the
prevention, control and cure of a disease. If treatment is
prescribed at the wrong moment in the evolution of a disease, the
patient does not improve, and the credibility of both the treatment
and the physician who prescribed it is compromised.

From text II, it can be deduced that

many problems involving refugees occur in frontier areas.

To tip, or not to tip?

People  who  work in these  places  often get paid low wages.

The  tip  for  people such as taxi drivers and waiters or waitresses is

When  you’re  not  sure about how much to tip, do what feels

Read the text below in order to answer questions 19 to 21.

Urban Insurance Issues

Underwriting, the task of deciding what risks to insure, allows insurers to discriminate between good and bad risks. Differences in prices for insurance must reflect expected differences in losses and expenses. When the risk of future losses increases or when rates are inadequate, insurers become more selective about the degree of risk they will assume in an effort to preserve their profit margin. However, redlining, defined as refusal to issue or renew, or cancel an insurance policy based on the geographic location of the structure or individual to be insured, is illegal in every state.

Because losses tend to be higher in urban areas, rates for auto and home insurance are often higher than average in inner cities. This has raised questions about the availability and affordability of insurance in urban communities. Responding to these concerns, the insurance industry is redoubling its efforts to enhance the insurability of inner city properties and to push for changes in auto insurance that would enable drivers to have more coverage options.

According to the author, the insurance industry
