1 Translation and interpretation in matters of diplomacy
is tricky. Language enthusiasts particularly enjoy the story
of the Treaty of Wuchale, signed between Ethiopia and Italy
4 in 1889. The text didn’t read the same in Amharic and
Italian. The former guaranteed Ethiopia’s king Menelik II a
good measure of autonomy in conducting foreign affairs.
7 The latter established an Italian protectorate with no
flexibility. The culprit: one verb, forming a permissive
clause in Amharic and a mandatory one in Italian. Six years
10 later, the differing interpretations led to war. Ethiopia won.
If only the Ethiopians and Italians had modern
translators at their side. Treaty translation is big business
13 today. The European Union, for example, spends an
estimated €300m annually on translating between its 23
official languages. (While this is a big chunk of money, it’s
16 less than 1% of the EU’s annual budget.) Three of those—
English, French, and German—are working languages in
most meetings. In reality, English is most commonly used.
But because each document must be faithfully recreated in
each of the EU’s 23 languages, creating authentic versions
can be expensive and time-consuming. Thankfully, most
22 problems are dealt with in procès-verbal, a way to introduce
technical corrections to treaties without revisiting
negotiations. It might still delay matters. Last year, for
25 example, Ireland’s ratification of an EU treaty was delayed
by grammatical errors in the Irish version. There are obvious
trade-offs to language equality, but the EU has calculated
28 that the delays and costs are worth it.
The United Nations should revisit its own calculations.
It has just six official and two working languages. The task
31 of translation here in Geneva, home to most UN organs, is
thus decidedly simpler. The UN’s official languages are
geographically diverse—combined, native speakers of
34 Arabic, English, French, Mandarin, Russian and Spanish
number over 2.2 billion. But the two working languages are
bound to tradition. The persistence of French is attributed to
37 its history as the “language of diplomacy”. In the hallways
of the New York headquarters, English is (naturally)
favored, and French is preferred in Geneva. Treaties
40 registered with the United Nations Treaty Series are always
translated into French and English. Documents are always
provided in French and English. This city’s Geneva
43 Conventions, written in equally authentic French and
English versions, laid part of the groundwork for the
45 international system.

Many of the rich world’s notions about old age are dying.
While the streamlining effects of international competition
are focusing attention on the need to create and keep good
jobs, those fears will eventually give way to worries about
the growing shortage of young workers. One unavoidable
solution: putting older people back to work, whether they
like it or not. Indeed, cutting-edge European economies
like those of Finland and Denmark have already raised
their retirement ages, reversing the postwar trend toward
ever-earlier retirement. Others are under severe pressure
to follow suit, as both the European Commission and the
Organization for Economic Cooperation and Development
(OECD) have recently warned their members that their
future prosperity depends on a growing contribution from
the elderly.

This erosion of one of the cornerstones of the good
life – relaxed golden years – has not gone unremarked. In
the last year, Belgium, Italy and France have all been hit
with massive protests against pension reforms that would,
among other things, have raised the retirement age.

SANITATION.

WHAT IS BIOSECURITY?

In the context of livestock production, biosecurity refers to

those measures taken to keep disease agents out of

populations, herds, or groups of animals where they do not

already exist. Biosecurity measures are implemented on

national, state, and herd levels. Currently, there is heightened

awareness of national biosecurity as the United States attempts

to keep foot–and–mouth disease (FMD) out of its animal

population.

In addition to national concerns, individual states take

measures to prevent the entry/reintroduction of livestock

diseases they have been able to prevent/eliminate from their

herds by setting requirements for arriving animals. Examples

of diseases that are of particular concern to states include

brucellosis, tuberculosis, and pseudorabies.

Herd–level biosecurity usually rests with the herd owner or

management team; they try to exclude any disease that is not

already present in the herd or limit the spread of disease within

the herd. Examples might include Streptococcus agalactiae

mastitis, bovine virus diarrhea, ovine progressive pneumonia,

and swine dysentery. To be successful, biosecurity plans must

address how the group of animals will be isolated away from

other groups, how traffic (movement of people, animals, and

equipment) will be regulated, and how cleaning and disinfection

procedures will be used to reduce pathogen levels.

What are the Greatest Risks of Disease Introduction?

Although infectious disease can be introduced to a farm in

several ways, bringing new animals or animals that have been

commingled with, or exposed to, other animals usually presents

the greatest risk. New herd and flock sires, or replacement

females, are often the way that new genetics are added to the

herd. This seemingly innocent process is a very common way of

introducing new disease–causing organisms. Producers should

attempt to purchase animals from sources with known health

status whenever possible. In addition, they should plan to:

• Isolate for at least two weeks, but preferably a month, all

new arrivals or animals returning to the herd from situations

where they were possibly exposed to other animals such as at

fairs and shows. Isolation should be in a facility completely

separate from the home animals. Outerwear (boots and

coveralls) worn when tending to the quarantined animals should

not be worn while caring for other animals. If complete isolation

is impossible, use a separate pen or pasture that does not

allow nose–to–nose contact or sharing of feed and water

supplies. While the new animals are isolated, testing should

be accomplished for diseases of particular concern; negative

test results should be received before the new animals are

mixed with the resident herd.

• Work with your veterinarian to develop a sound health

program that includes parasite control and vaccination for the

diseases most likely to be encountered in your operation or

management program.

• Isolate animals showing signs of disease to minimize

exposure of the apparently healthy ones. Contact your

veterinarian so that appropriate diagnostic tests and treatment

can be initiated.

Companies in the rich world are confronted with a rapidly
ageing workforce. Nearly one in three American workers
will be over 50 by 2012, and America is a young country
compared with Japan and Germany. China is also ageing
rapidly, thanks to its one-child policy. This means that
companies will have to learn how to manage older workers
better.
Most companies are remarkably ill-prepared. There was a
fl icker of interest in the problem a few years ago but it was
snuffed out by the recession. The management literature
on older workers is a mere molehill compared with the
mountain devoted to recruiting and retaining the young.
Companies are still stuck with an antiquated model for
dealing with ageing, which assumes that people should
get pay rises and promotions on the basis of age. They
have dealt with the burdens of this model by periodically
"downsizing" older workers or encouraging them to take
early retirement. This has created a dual labour market for
older workers, of cosseted insiders on the one hand and
unemployed or retired outsiders on the other.
But this model cannot last. The number of young people,
particularly those with valuable science and engineering
skills, is shrinking. And governments are raising retirement
ages and making it more diffi cult for companies to shed
older workers, in a desperate attempt to cope with their
underfunded pension systems.

Software

A substantial proportion of information can be digitized. It seems likely that soon, for example, any type of information that can be perceived, i.e. seen, heard, felt, smelt or tasted, will be reducible to a collection of bits. Once in digital form, the information in question can be stored, processed and displayed by a computer. Furthermore, it can readily and rapidly be transmitted from one computer to any other computer regardless of distance, political frontiers, and physical obstacles. From a digital point of view, there is absolutely no distinction between text, sounds, graphics, photographs, music, animations, videos and…software. To include software in our list, however, may seem rather odd. Why this is so? Computer programs are, after all, only digitized information like the other examples. YouTube said this week that it would tighten restrictions on some frearm videos, its latest policy announcement since coming under scrutiny after last month’s mass shooting at a high school in Parkland, Fla.
The video-streaming service, which is owned by Google, said it would ban videos that promote either the construction or sale of frearms and their accessories. The new policy, developed with expert advice over the last four months, will go into e?ect next month, it said.
“While we’ve long prohibited the sale of frearms, we recently notifed creators of updates we will be making around content promoting the sale or manufacture of frearms and their accessories, specifcally, items like ammunition, gatling triggers, and drop-in auto sears,” YouTube said in a statement.
YouTube, which described the move as part of “regular changes” to policy, notifed users in a Monday forum post. The company had previously banned videos showing how to make frearms discharge faster, a technique used by the gunman who killed 58 people in Las Vegas last fall.
The announcement comes days before planned student-led protests against gun violence on Saturday. It was met with frustration from gun rights advocates.
“Much like Facebook, YouTube now acts as a virtual public square,” the National Shooting Sports Foundation, a private group representing gun makers, said in a statement. “The exercise of what amounts to censorship, then, can legitimately be viewed as the sti?ing of commercial free speech, which has constitutional protection. Such actions also impinge on the Second Amendment.”
The policy shift comes as YouTube and other technology platforms face increased scrutiny after the Parkland shooting, in which 17 people were killed at Marjory Stoneman Douglas High School.
Days after that massacre, a video promoting a baseless conspiracy about a shooting survivor became the top-trending video on YouTube, prompting a crackdown on such videos. YouTube’s chief executive also said that the platform planned to fght misinformation by working in partnership with Wikipedia, the nonproft userrun online encyclopedia. But Wikipedia said it knew nothing about that plan.
Other businesses have also made changes amid growing pressure following the Parkland attack.
Dick’s Sporting Goods, Walmart and Kroger all raised the age limit for frearm purchases to 21. The retail chains REI and Mountain Equipment Co-op suspended orders of some popular products because the company that owns those brands, Vista Outdoor, also manufactures assault-style ri?es.
In 2016, Facebook announced a ban on private gun sales on its ?agship website as well as on Instagram, the photo-sharing social network it owns. Anti-gun activists have complained that sellers still found ways around Facebook’s ban.
