9:03 A.M. a second plane crashed into the
south tower. The resulting infernos caused

9/11, as the happenings of that day are now
called, has set off debates on a vast array of
topics. But I would like to explore a lesserknown
debate triggered by it. Exactly how
many events took place in New York on that
morning ........ September?
It could be argued that the answer is one.
The attacks on the two buildings were part of
a single plan conceived by one man in service
of a single agenda. They unfolded ........ a few
minutes and yards of each other, targeting
the parts of a complex with a single name,
design, and owner. And they launched a
single chain of military and political events in
their aftermath.
Or it could be argued that the answer is two.
The towers were distinct collections of glass
and steel separated by an expanse of space,
and they were hit at different times and went
out of existence at different times. The
amateur video that showed the second plane
closing in on the south tower as the north
tower billowed with smoke makes the twoness
unmistakable: while one event was frozen in
the past, the other loomed in the future.
The gravity of 9/11 would seem to make this
discussion frivolous to the point of impudence,
a matter of mere "semantics," as we say, with
its implication of splitting hairs. But the
relation of language to our inner and outer
worlds is a matter of intellectual fascination
and real-world importance.
______ "importance" is often hard to
quantify, ........ this case I can put an exact
value on it: 3,5 billion dollars. That was the
sum in a legal dispute for the insurance
payout to Larry Silverstein, the leaseholder of
the World Trade Center site. Silverstein’s
insurance policies stipulated a maximum
reimbursement for each destructive "event."
If 9/11 comprised a single event, he stood to
receive 3,5 billion dollars; if two, he stood to
receive 7 billion. In the trials, the attorneys
disputed the applicable meaning of the term
event. The lawyers for the leaseholder defined
it in physical terms (two s); those for
the insurance companies defined it in mental
terms (one plot). There is nothing "mere"
about semantics!

The effect of climate change on epidemic risk
The potential impacts of climate change have returned to headlines in recent weeks as scientists,
activists and policy makers try to understand the possible implications of a warming planet. While
rising temperatures and sea levels are important to be considered, changing climate patterns can
have vast implications for epidemic risk as well.
5 Changes in global climate patterns have been widely discussed; however, rising temperatures
also have implications for risk reduction and management, including impacts on infectious disease
epidemics. With 2016 the hottest year ever recorded and 2017 following suit, we anticipate a
continued growth in the distribution of disease agents, like mosquitoes and ticks. These can
spread illnesses such as zika, yellow fever and dengue to areas where they previously could not be
10 effectively transmitted.
As predicted by climate scientists, increases in extreme weather events may also lead to increases
in infectious disease outbreaks. Epidemics have previously been seen as a consequence of natural
disasters, which can lead to displaced and crowded populations, the ideal situation for infection
transmission. Severe rainfall or flooding is particularly effective at creating environments suitable
15 for the transmission and propagation of infectious diseases, such as measles or cholera.
Even without rising to the level of a natural catastrophe, significant variation in weather patterns
can result in changes in human and animal interactions, increasing the potential for pathogens to
move from animals into human populations. For example, unusually heavy rains may predispose
regions to ebola outbreaks by creating more favorable environments for bats hosting the virus.
20 Similarly, food scarcity brought about by drought, political instability or animal disease may lead to
more animal hunting, therefore raising the risk for ebola virus epidemic.
It is important to take note of the impact of climate change on epidemic risk, but it is equally
important to prepare for its impact on global health. The global health community has largely come
to realize that public health preparedness is crucial to responding efficiently to infectious disease
25 outbreaks. For this reason, our work is, then, centered around helping governments manage and
quantify infectious disease risk. Besides, regardless of weather patterns, insights into epidemics
and into mechanisms for ensuring adequate support are critical for managing this risk.
Since the public health community agrees that the question is not if another outbreak will happen,
but when, the steps we take in the coming years to prepare for and reduce the increasing frequency
of outbreaks will determine the broader implications these diseases have on our world.

SANITATION.

WHAT IS BIOSECURITY?

In the context of livestock production, biosecurity refers to

those measures taken to keep disease agents out of

populations, herds, or groups of animals where they do not

already exist. Biosecurity measures are implemented on

national, state, and herd levels. Currently, there is heightened

awareness of national biosecurity as the United States attempts

to keep foot–and–mouth disease (FMD) out of its animal

population.

In addition to national concerns, individual states take

measures to prevent the entry/reintroduction of livestock

diseases they have been able to prevent/eliminate from their

herds by setting requirements for arriving animals. Examples

of diseases that are of particular concern to states include

brucellosis, tuberculosis, and pseudorabies.

Herd–level biosecurity usually rests with the herd owner or

management team; they try to exclude any disease that is not

already present in the herd or limit the spread of disease within

the herd. Examples might include Streptococcus agalactiae

mastitis, bovine virus diarrhea, ovine progressive pneumonia,

and swine dysentery. To be successful, biosecurity plans must

address how the group of animals will be isolated away from

other groups, how traffic (movement of people, animals, and

equipment) will be regulated, and how cleaning and disinfection

procedures will be used to reduce pathogen levels.

What are the Greatest Risks of Disease Introduction?

Although infectious disease can be introduced to a farm in

several ways, bringing new animals or animals that have been

commingled with, or exposed to, other animals usually presents

the greatest risk. New herd and flock sires, or replacement

females, are often the way that new genetics are added to the

herd. This seemingly innocent process is a very common way of

introducing new disease–causing organisms. Producers should

attempt to purchase animals from sources with known health

status whenever possible. In addition, they should plan to:

• Isolate for at least two weeks, but preferably a month, all

new arrivals or animals returning to the herd from situations

where they were possibly exposed to other animals such as at

fairs and shows. Isolation should be in a facility completely

separate from the home animals. Outerwear (boots and

coveralls) worn when tending to the quarantined animals should

not be worn while caring for other animals. If complete isolation

is impossible, use a separate pen or pasture that does not

allow nose–to–nose contact or sharing of feed and water

supplies. While the new animals are isolated, testing should

be accomplished for diseases of particular concern; negative

test results should be received before the new animals are

mixed with the resident herd.

• Work with your veterinarian to develop a sound health

program that includes parasite control and vaccination for the

diseases most likely to be encountered in your operation or

management program.

• Isolate animals showing signs of disease to minimize

exposure of the apparently healthy ones. Contact your

veterinarian so that appropriate diagnostic tests and treatment

can be initiated.

mental disorders.

'Post-truth' named word of the year by Oxford Dictionaries

In the era of Donald Trump and Brexit, Oxford Dictionaries has declared “post-truth” to be its international word of the year.

Defined by the dictionary as an adjective “relating to or denoting circumstances in which objective facts are less influential in shaping public opinion than appeals to emotion and personal belief”, editors said that use of the term “post-truth” had increased by around 2,000% in 2016 compared to last year. The spike in usage, it said, is “in the context of the EU referendum in the United Kingdom and the presidential election in the United States”.

Contenders for the title had included the noun “alt-right”, shortened from the fuller form “alternative right” and defined as “an ideological grouping associated with extreme conservative or reactionary viewpoints, characterised by a rejection of mainstream politics and by the use of online media to disseminate deliberately controversial content”. First used in 2008, its use “surged” this spring and summer, said the dictionary, with 30% of usage in August alone.

But the increase in usage of post-truth saw the term eventually emerge ahead of the pack. “We first saw the frequency really spike this year in June with buzz over the Brexit vote and Donald Trump securing the Republican presidential nomination. Given that usage of the term hasn’t shown any signs of slowing down, I wouldn’t be surprised if post-truth becomes one of the defining words of our time,” predicted Oxford Dictionaries president Casper Grathwohl.

“It’s not surprising that our choice reflects a year dominated by highly-charged political and social discourse. Fuelled by the rise of social media as a news source and a growing distrust of facts offered up by the establishment, post-truth as a concept has been finding its linguistic footing for some time.”
