Currently, there exist a large number of superb digital librari-es (DLs), all of which are, unfortunately, vertically integrated and all presenting a monolithic interface to their users. Ideally, a user would want to locate resources from a variety of digital libraries dealing only with one interface. A number of approa-ches to this interoperability issue exist including: defining a u-niversal protocol for all libraries to adhere to; or developing mechanisms to translate between protocols. NEW POLICIES TO FIT THE NEW ECONOMY

Growing Prosperity: The battle for Growth with Equity in the 21st Century, written by two liberal economists, represents a breakthrough in the political debate over the New Economy. This is the first book that lays out a progressive economic policy designed to encourage technology-driven growth, while ameliorating bad consequences such as widening income disparity and excessive dependence on a volatile stock market.

According to the authors, Barry Bluestone and Bennett Harrison, Washington policymakers have been excessively fixated on low inflation and a balanced budget. Bluestone and Harrison term this the "Wall Street" model of growth. This model, if carried into the future, will make it difficult to sustain prosperity over the long run. For one thing, the drive to cut the budget deficit has constrained spending on research and development, education, and infrastructure. Over time, they say, this will slow the rate of technological innovation – the equivalent of eating the seed corn.

The complex linguistic universe of

Game of Thrones

1.Game of Thrones has garnered 38 Emmy

2.awards for its portrayal of a world of sex,

3.violence and politics so real that some viewers

4.could imagine moving there. Part of that detail

5.has been the creation of the richest linguistic

6.universe since J.R.R. Tolkien’s Middle Earth.

7.In the field of language-creation for fictional

8.worlds, there is Tolkien, and there is everybody

9.else. But David Peterson, the language-smith

10.of Game of Thrones , comes a close second for

11.the amount of thought put into its two

12.languages, Dothraki and Valyrian. The interest

13.in these tongues is such that a textbook for

14.learning Dothraki has been published, while

15.Duolingo, a popular online language-learning

16.platform, now offers a course in High Valyrian.

17.Inspired by fictional languages such as those

18.in the Star Wars films and with a master’s

19.degree in linguistics, Peterson made Dothraki

20.and Valyrian as rich and realistic as possible.

21.Creating words is the easy part; anyone can

22.string together nonsense syllables. But

23.Peterson, like Tolkien, took the trouble to give

24his words etymologies and cousins, so that

25.the word for “feud” is related to the words

26.“blood” and “fight”. To make the languages

27.pronounceable but clearly foreign, he put

28.non-English sounds in high-frequency words

29.(like khaleesi , or queen), put the stress in

30.typically non-English places, and had words

31.begin with combinations of sounds that are

32.impossible in English, like hr .

33.Armed with a knowledge of common linguistic

34.sound changes, he gives his languages the

35kinds of irregularities and disorder that arise in

36.the real world: High Valyrian’s obar

37(“curve”) becomes Astapori Valyrian’s uvor .

38.Words’ meanings—as in real life—drift, too,

39.giving the system more realistic messiness.

40.Languages also play a prominent role in the

41.storyline. Dothraki is the guttural language of

42.a horse-borne warrior nation, but high-born

43.Daenerys Targaryen does not look down on it;

44.methodically learning it is key to her rise.

45.Tyrion Lannister is left to administer the city

46.of Mereen despite his ropy command of

47.Valyrian, leading to some comic moments.

48.And a prophecy of a future hero acquires new

49.meaning when an interpreter explains that the

50.word in question is ambiguous in Valyrian—it

51.could be “prince” or “princess”.

52.It might seem odd that a highly sexist society

53.like the one of Game of Thrones would have

54.languages where sex roles were not clearly

55.marked, but languages are not always perfect

56.vehicles for a culture. Random change can

57.leave them with too many words for one

58.concept, and not enough for another. In this

59.way, the flawed nature of language reflects

60.the foibles of flawed humans and the

61.imperfect worlds they strive to create.

YOUTUBE TO BAN VIDEOS PROMOTING GUN SALES
By NIRAJ CHOKSHI MARCH 22, 2018
YouTube said this week that it would tighten restrictions on some frearm videos, its latest policy announcement since coming under scrutiny after last month’s mass shooting at a high school in Parkland, Fla.
The video-streaming service, which is owned by Google, said it would ban videos that promote either the construction or sale of frearms and their accessories. The new policy, developed with expert advice over the last four months, will go into e?ect next month, it said.
“While we’ve long prohibited the sale of frearms, we recently notifed creators of updates we will be making around content promoting the sale or manufacture of frearms and their accessories, specifcally, items like ammunition, gatling triggers, and drop-in auto sears,” YouTube said in a statement.
YouTube, which described the move as part of “regular changes” to policy, notifed users in a Monday forum post. The company had previously banned videos showing how to make frearms discharge faster, a technique used by the gunman who killed 58 people in Las Vegas last fall.
The announcement comes days before planned student-led protests against gun violence on Saturday. It was met with frustration from gun rights advocates.
“Much like Facebook, YouTube now acts as a virtual public square,” the National Shooting Sports Foundation, a private group representing gun makers, said in a statement. “The exercise of what amounts to censorship, then, can legitimately be viewed as the sti?ing of commercial free speech, which has constitutional protection. Such actions also impinge on the Second Amendment.”
The policy shift comes as YouTube and other technology platforms face increased scrutiny after the Parkland shooting, in which 17 people were killed at Marjory Stoneman Douglas High School.
Days after that massacre, a video promoting a baseless conspiracy about a shooting survivor became the top-trending video on YouTube, prompting a crackdown on such videos. YouTube’s chief executive also said that the platform planned to fght misinformation by working in partnership with Wikipedia, the nonproft userrun online encyclopedia. But Wikipedia said it knew nothing about that plan.
Other businesses have also made changes amid growing pressure following the Parkland attack.
Dick’s Sporting Goods, Walmart and Kroger all raised the age limit for frearm purchases to 21. The retail chains REI and Mountain Equipment Co-op suspended orders of some popular products because the company that owns those brands, Vista Outdoor, also manufactures assault-style ri?es.
In 2016, Facebook announced a ban on private gun sales on its ?agship website as well as on Instagram, the photo-sharing social network it owns. Anti-gun activists have complained that sellers still found ways around Facebook’s ban.

1 Since 1914 the structure of the world has changed.
Compared to the present struggle between West and East,
the rivalries of the eighteenth and nineteenth centuries sink
4 into insignificance. Today we are faced, not with a clash of
interests, but with a fight between the desire on the one hand
to defend individual liberties and the resolve on the other
7 hand to impose a mass religion. In the process the old
standards, conventions and methods of international
negotiation have been discredited. Had it not been for the
10 invention of the atomic bomb, we should already have been
subjected to a third world war.
Members of the Communist bloc today are
13 convinced that sooner or later they will acquire world
dominion and will succeed in imposing their faith and their
authority over the whole earth. They strain towards this
16 objective with religious intensity and are prepared to devote
to its achievement their lives, their comfort and their
prospects of happiness. Anything that furthers their purpose
19 is “right”; anything that obstructs it is “wrong”;
conventional morality, even the creation of confidence, has
no part in this scheme of things. Truth itself has lost its
22 significance. Compared to the shining truth of their gospel,
all minor forms of veracity are merely bourgeois inhibitions.
The old diplomacy was based upon the creation of
25 confidence, the acquisition of credit. The modern diplomat
must realize that he can no longer rely on the old system of
trust; he must accept the fact that his antagonists will not
28 hesitate to falsify facts and that they feel no shame if their
duplicity be exposed. The old currency has been withdrawn
from circulation; we are dealing in a new coinage.
31 This transformation of values has been aided by a new
or “democratic” conception of international relations. In the
old days the conduct of foreign affairs was entrusted to a
34 small international élite who shared the same sort of
background and who desired to preserve the same sort of
world. Today the masses are expected to take an interest in
37 foreign affairs, to know the details of current controversies,
to come to their own conclusions, and to render these
conclusions effective through press and parliament. At the
40 same time, however, current issues have been rendered
complex and interconnected; it is not possible to state issues,
such as the Common Market, in short and simple terms.
43 Thus, whereas the man in the street is expected to have an
opinion on international problems, the very complexity of
these problems has rendered it difficult to provide him with
46 the information on which to base his judgment.
