In a nationwide referendum, the Turkish population has voted for a change in the country’s constitution. It will give the president more power and reduce the influence of parliament. 51.3% of the voters said “Yes” to a change , while the “No” side received 48.7%. For months, the population has been divided on the issue. The new constitution is the biggest change in the structure of Turkey since it was founded in the early 20th century.
The referendum was a victory for Turkish President Recip Erdogan, who, together with his ruling AKP Party , called the country’s people to expand presidential powers. Erdogan became Turkey’s president in 2014 after being Prime Minster for over a decade. In the last few years he gained more and more power, especially after the attempted coup last summer. With the new constitution in place Erdogan could stay president until 2029.
Recip Erdogan insists that the new constitution will make Turkey more modern and easier to govern. Opponents of Erdogan claim that the change will make the president too powerful and will turn the country into a dictatorship ruled by one person. They say that, in future, the president cannot be controlled or supervised by parliament or the courts. In Turkey’s new constitution the president will have wide-ranging powers. He will not only be able to appoint his own minsters and choose the vice president, but also have the power to dissolve parliament and declare a state of emergency. He will also be able to appoint judges to the highest court, similar to the American President.
The European Union has been highly critical of the referendum and stated that a change towards more presidential power will not help Turkey become a member of the EU. It is afraid that, once Erdogan has more power, the country will disregard human rights and introduce the death penalty.

Can you learn in your sleep?


Sleep is known to be crucial for learning and memory formation. What's more, scientists have even managed to pick out specific memories and consolidate them during sleep. However, the exact mechanisms behind this were unknown — until now.

Those among us who grew up with the popular cartoon "Dexter's Laboratory" might remember the famous episode wherein Dexter's trying to learn French overnight. He creates a device that helps him to learn in his sleep by playing French phrases to him. Of course, since the show is a comedy, Dexter's record gets stuck on the phrase "Omelette du fromage" and the next day he's incapable of saying anything else. This is, of course, a problem that puts him through a series of hilarious situations.

The idea that we can learn in our sleep has captivated the minds of artists and scientists alike; the possibility that one day we could all drastically improve our productivity by learning in our sleep is very appealing. But could such a scenario ever become a reality?

New research seems to suggest so, and scientists in general are moving closer to understanding precisely what goes on in the brain when we sleep and how the restful state affects learning and memory formation.

For instance, previous studies have shown that non-rapid eye movement (non-REM) sleep — or dreamless sleep — is crucial for consolidating memories. It has also been shown that sleep spindles, or sudden spikes in oscillatory brain activity that canbe seen on an electroencephalogram (EEG) during the second stage of non-REM sleep, are key for this memory consolidation. Scientists were also able to specifically target certain memories and reactivate, or strengthen, them by using auditory cues.

However, the mechanism behind such achievements remained mysterious until now. Researchers were also unaware if such mechanisms would help with memorizing new information.

Therefore, a team of researchers set out to investigate. Scott Cairney, from the University of York in the United Kingdom, co-led the research with Bernhard Staresina, who works at the University of Birmingham, also in the U.K. Their findings were published in the journal Current Biology.

Cairney explains the motivation for the research, saying, "We are quite certain that memories are reactivated in the brain during sleep, but we don't know the neural processes that underpin this phenomenon." "Sleep spindles," he continues, "have been linked to the benefits of sleep for memory in previous research, so we wanted to investigate whether these brain waves mediate reactivation. If they support memory reactivation, we further reasoned that it could be possible to decipher memory signals at the time that these spindles took place."

To test their hypotheses, Cairney and his colleagues asked 46 participants "to learn associations between words and pictures of objects or scenes before a nap." Afterward, some of the participants took a 90-minute nap, whereas others stayed awake. To those who napped, "Half of the words were [...] replayed during the nap to trigger the reactivation of the newly learned picture memories," explains Cairney.

"When the participants woke after a good period of sleep," he says, "we presented them again with the words and asked them to recall the object and scene pictures. We found that their memory was better for the pictures that were connected to the words that were presented in sleep, compared to those words that weren't," Cairney reports.

Using an EEG machine, the researchers were also able to see that playing the associated words to reactivate memories triggered sleep spindles in the participants' brains. More specifically, the EEG sleep spindle patterns "told" the researchers whether the participants were processing memories related to objects or memories related to scenes.

"Our data suggest that spindles facilitate processing of relevant memory features during sleep and that this process boosts memory consolidation," says Staresina. "While it has been shown previously," he continues, "that targeted memory reactivation can boost memory consolidation during sleep, we now show that sleep spindles might represent the key underlying mechanism."

Cairney adds, "When you are awake you learn new things, but when you are asleep you refine them, making it easier to retrieve them and apply them correctly when you need them the most. This is important for how we learn but also for how we might help retain healthy brain functions."

Staresina suggests that this newly gained knowledge could lead to effective strategies for boosting memory while sleeping.

So, though learning things from scratch à la "Dexter's Lab" may take a while to become a reality, we can safely say that our brains continue to learn while we sleep, and that researchers just got a lot closer to understanding why this happens.

The World Economic Forum reports that you need ten skills to thrive in 2020: complex problem solving; critical thinking; creativity; people management; coordinating with others; emotional intelligence; judgement and decision making; service orientation; negotiation; cognitive flexibility.

The ten skills on this list make sense fo r the age that we are living in. Of these, you want to focus oncreative work, because that is where you are likely to remain employable. Every professional can be creative in the work she does.

You might have started to realize that you will need more than the ten skills listed earlier. Alvin Toffler once said, “The illiterate of the 21st century will not be those who cannot read and write, but those who cannot learn, unlearn, and relearn.”

In some instances, relearning could be adapting what you know to a new reality. Take cell phones as an example. When they first came out, they were used solely as communications devices. Convergence happened, and now our smartphones are minicomputers. People had to relearn how to use a phone.

In terms of work, you will have to adapt some of your skills to the jobs of the future, and you will also have to learn new skills. Here are some of the additional skills that you will need to succeed in 2020.

Learning how to learn. Since skills are constantly changing, you have to learn how to learn.

Analyzing information. When you take good and detailed notes, you can review them to pick out the big ideas, understand, and make sense of information.

Spotting patterns and trends. I recommend that you combine ideas from the different books that you read. By doing this, you may be able to spot ideas and trends.

Communicating – written and oral. You can combine ideas that once seemed unrelated to communicate them to influencers, who can help you to shape and implement them.

Understanding and leveraging technology. Technology is changing at an unprecedented pace, so you need to understand and keep on top of it.

Phonics: the relationship between letters and the different sounds they make. This can be in relation to single letters or groupings of letters.

Phonemic awareness: an understanding of how consonant or vowel sounds can be arranged to make words. Examples of phonemic awareness include being able to identify words that rhyme, recognizing alliteration, segmenting a sentence into words, identifying the syllables in a word, and blending and segmenting onsetrimes.

Vocabulary: the range of words a student is able to understand and use in context.

Fluency: the ability to read and understand words with accuracy, speed and comprehension.

Comprehension: complete understanding of information being delivered by a text.

A fire gutted parts of Notre Dame Cathedral and altered the Paris skyline


Paris (CNN) A catastrophic fire engulfed Notre Dame Cathedral in Paris on Monday, altering the city's skyline and threatening a potent symbol of Catholicism at the start of Holy Week.

The fire burned for several hours, destroying the 850-year-old cathedral's iconic spire and roof before firefighters contained the blaze early Tuesday morning.

A pair of bell towers immortalized in Victor Hugo's tale "The Hunchback of Notre Dame" survived, along with the cathedral's elaborate stonework facade. Officials said invaluable artifacts were saved, including the Crown of Thorns, believed to be a relic of the passion of Christ.

President Emmanuel Macron lamented the destruction of an awe-inspiring building that embodied the heart of Paris for more than 800 years. But he pledged to rebuild, starting with the launch of an international fundraising campaign.

"Notre Dame is our history, it's our literature, it's our imagery. It's the place where we live our greatest moments, from wars to pandemics to liberations," he said.

"This history is ours. And it burns. It burns and I know the sadness so many of our fellow French feel."
The Paris prosecutor opened an investigation into the fire, the cause of which is still unknown.


Hundreds of firefighters were deployed to the scene, snarled by rush hour traffic.

For much of the afternoon, flames and plumes of smoke billowed from the cathedral as firefighters in cranes sprayed water onto the structure.

The cathedral was undergoing renovation work, the fire service said.

'Madness'
The fire, just days before Easter, was met with horror by Parisians and tourists.

As firefighters battled the blaze, Parisians gathered outside the church Monday night, raising their voices in prayer.

"It's awful to see such a symbol disappearing in front of you. It's been there for so many years and in a few minutes half of it disappeared ... crazy.

"Paris without Notre Dame, madness."

EL TIGRE, Venezuela — Thousands of workers are fleeing Venezuela’s state-owned oil company, abandoning once-coveted jobs made worthless by the worst inflation in the world. And now the hemorrhaging is threatening the nation’s chances of overcoming its long economic collapse.

Desperate oil workers and criminals are also stripping the oil company of vital equipment, vehicles, pumps and copper wiring, carrying off whatever they can to make money. The double drain — of people and hardware — is further crippling a company that has been teetering for years yet remains the country’s most important source of income.

The timing could not be worse for Venezuela’s increasingly authoritarian president, Nicolás Maduro, who was re-elected last month in a vote that has been widely condemned by leaders across the hemisphere. Prominent opposition politicians were either barred from competing in the election, imprisoned or in exile.

But while Mr. Maduro has firm control over the country, Venezuela is on its knees economically, buckled by hyperinflation and a history of mismanagement. Widespread hunger, political strife, devastating shortages of medicine and an exodus of well over a million people in recent years have turned this country, once the economic envy of many of its neighbors, into a crisis that is spilling over international borders.

If Mr. Maduro is going to find a way out of the mess, the key will be oil: virtually the only source of hard currency for a nation with the world’s largest estimated petroleum reserves. But each month Venezuela produces less of it. Offices at the state oil company are emptying out, crews in the field are at half strength, pickup trucks are stolen and vital materials vanish. All of this is adding to the severe problems at the company that were already acute because of corruption, poor maintenance, crippling debts, the loss of professionals and even a lack of spare parts.

Now workers at all levels are walking away in large numbers, sometimes literally taking piecesof the company with them, union leaders, oil executives and workers say.

A job with Petróleos de Venezuela, known as Pdvsa, used to be a ticket to the Venezuelan Dream. No more.

Inflation in Venezuela is projected to reach an astounding 13,000 percent this year, according to the International Monetary Fund. When The New York Times interviewed Mr. Navas in May, the monthly salary for a worker like him was barely enough to buy a whole chicken or two pounds of beef. But with prices going up so quickly, it buys even less now.

Junior Martínez, 28, who has worked in the oil industry for eight years, is assembling papers, including his diploma as a chemical engineer. His wife and her daughter left three months ago to earn money in Brazil. “I get 1,400,000 bolívars a week and it isn’t even enough to buy a carton of eggs or a tube of toothpaste,”Mr. Martínez said of his salary in bolívars, Venezuela’s currency.

Mr. Martínez’s father, Ovidio Martínez, 55, recalled growing up here when the oil boom began. He cried as he spoke of his son’s determination to leave the country. “You watch your children leave and you can’t stop them,” the elder Mr. Martínez said, fighting back tears. “In this country, they don’t have a future.”

In El Tigre, hundreds of people stood in line one recent morning outside a supermarket, many waiting since the evening before to buy whatever food they could.

This phenomenon goes by the name of ‘opportunity cost,’ since by not investing in more equipment and a more rigid production flow, the company is forgoing the opportunity to earn increased profits. These costs are every bite as real as the payment of dollars out-of-pocket.

The impact of streaming services on youth television viewing habits and media literacy


Streaming services have revolutionized the entertainment industry, playing an important role in attracting young people for movies and television series. The availability of streaming services such as NetFlix, Amazon, Apple TV and other platforms have drastically reduced traditional television viewing. Because of the availability of the shows at any time, youth are used to “marathoning”, resulting in a single session watching complete seasons of different shows in one sitting.
Streaming watching has helped the youth to increase their knowledge about various cultures, beliefs, and perspectives, which has helped in improving their overall understanding of the world. However, this has also led to exposure to inappropriate content, resulting in parental monitoring of the content viewed.
The present research has identified that streaming services have beneficial effects on the media literacy of the youth. Nevertheless, the exposure to inadequate content needs to be monitored, so that the beneficial aspects of streaming viewing outweigh the harm it might cause.

Free-Diving Family Saves Whale Shark Stuck in a
Fishing Net

While free-diving off the shore of Kaunolû on Hawaii’s island of Lanai, a Hawaiian family saw something they’d never seen before: A young whale shark.
Even for people who spend a lot of time in Hawaii’s crystalline waters, this endangered animal—the world’s largest fish—is a rare and joyous sight.
But the initial wonder faded as Kapua Kawelo and her husband Joby Rohrer, both of whom work on endangered species for the O‘ahu Army Natural Resources Program, noticed the creature had a thick, heavy rope wrapped around its neck.
“It looked really sore,” says Rohrer. “There were these three scars from where the rope rubbed into the ridges on her back. The rope had cut probably three inches into her pectoral fin.”
After filming the shark for a while, the family decided to try to cut the rope with a dive knife. Using only his experience as a free-diver and a small, serrated dive blade, Rohrer dove down again and again at depths of 50 to 60 feet for spans of up to two minutes at a time.
Finally, after about half an hour of careful work and a little bit of support from the couple’s son Kanehoalani and from Jon Sprague, a wildlife control manager for Pûlama Lâna»i, the shark was free.
Then the family’s 15-year-old daughter, Ho’ohila, swam the 150-pounds worth of rope to shore.
“It’s a family story,” says Kapua.

’Hitting women isn’t normal’: tackling male violence in Brazil
A rehabilitation programme for violent men in Espírito Santo is cutting reoffending rates In the state of Espírito Santo, violence against women is rampant. From 2005 to 2012, the state had the highest rate of murders of women in the country. In the years since, it has been in the top five. Nationwide, almost a third of girls and women said in a 2017 survey that they had suffered violence -– ranging from threats and beatings to attempted murder – during the previous year.
The problem permeates all levels of society and it is a huge challenge, says Gracimeri Gaviorno, chief officer of the civil police in Espírito Santo. Gaviorno saw many men reoffend while they waited -– in some cases for years — for their trial, so she decided to do something about it. “You can’t just wait with your arms folded while the justice system takes its time to do something,” she says. In 2016, she worked with psychologists, social workers and other police departments to develop the Homem que é Homem programme to rehabilitate aggressive men.
The programme is voluntary and offered to all men who come into contact with the police for violence against women. For those who complete it, there is no reduction in sentencing, but it can be presented to the judge as a kind of character witness. There are seven courses a year, with four 90-minute sessions a week for five weeks. Everyone arrested for violence against women must attend an introductory lecture.
Ana Paula Milani, a police psychologist involved in running the programme, says: “I start off explaining that hitting a woman isn’t normal and is a crime, and that there is a programme to help them. The majority of men don’t know why they are there, and even after my lecture, some still think it was the woman’s fault.” For every course, around 60 men will come to the first lecture; around 20 agree to participate in the programme and 15 complete it.
Group sessions are run like an AA group. Participants sit in a circle and discussions revolve around gender roles in society. They examine the concept of masculinity -– machismo is rife in Brazil -– and talk about why men are more likely to take drugs and why the male suicide rate is higher. They then discuss how to manage and resolve conflict without resorting to violence. The last meeting is about how to return to having a relationship and how to regain trust. The programme, run by police professionals, has been successful. In its first year, 6% of attendees reoffended; the number fell to 3% in its second year and in 2017, when 73 men completed the course, 2% reoffended. The project has been replicated in three other areas of the state, and there are plans to launch it in two other municipalities.
Gaviorno, who was a finalist in the first awards in Brazil to recognise outstanding contributions to the public sector, is aware that the project plays only a small part in tackling violence against women, which she says continues to be “a huge challenge”. “From the female lawyer who asks for something from the judge and gets it because she is pretty, to the woman who is murdered by her husband, there are a lot of layers of sexism in Brazil,” she says. Until this changes, Gaviorno and her colleagues will have their work cut out.

Scientists have found that generally the world feels brighter when you wake up.

People start the day in the best frame of mind in the morning, but end in the worst, at about midnight, the findings suggest, with the day of the week and the season also playing a part.


Mental health also tends to be more varied at weekends but steadier during the week, according to the study led by University College London.


“Generally, things do seem better in the morning,” the researchers concluded.


Mental health and wellbeing are dynamic in nature, and subject to change over short and long periods. However, few studies have looked at how they might change over the course of the day.


Scientists wanted to explore whether time of day was associated with variations in mental health, happiness, life satisfaction, sense of life being worthwhile and loneliness.


People in the study answered questionnaires, with questions such as: “In the past week, how happy did you feel?”, “How satisfied have you been with your life?”, and “To what extent have you felt the things you are doing in your life are worthwhile?”


Factors such as age, health conditions and whether people worked were taken into account.


The results showed that happiness, life satisfaction, and worthwhile ratings were all higher on Mondays and Fridays than on Sundays, while happiness was also higher on Tuesdays. There was no evidence that loneliness differed across days of the week.


There was clear evidence of a seasonal influence on mood. Compared with winter, people tended to have lower levels of depressive and anxiety symptoms and loneliness, and higher levels of happiness, and feeling that life was worthwhile in the three other seasons.


Mental health was best in the summer across all outcomes. But the season didn’t affect the associations observed across the day, however.


This was an observational study, so it cannot establish cause.
