The World Might Be Running Low on Americans


The world has been stricken by scarcity. Our post-pandemic pantry has run bare of gasoline, lumber, microchips, chicken wings, ketchup packets, cat food, used cars and Chickfil-A sauce. Like the Great Toilet Paper Scare of 2020, though, many of these shortages are the consequence of near-term, Covid-related disruptions. Soon enough there will again be a chicken wing in every pot and more than enough condiments to go with it.


But there is one recently announced potential shortage that should give Americans great reason for concern. It is a shortfall that the nation has rarely had to face, and nobody quite knows how things will work when we begin to run out.


I speak, of course, of all of us: The world may be running low on Americans — most crucially, tomorrow’s working-age, childbearing, idea-generating, community-building young Americans. Late last month, the Census Bureau released the first results from its 2020 count, and the numbers confirmed what demographers have been warning of for years: The United States is undergoing “demographic stagnation,” transitioning from a relatively fast-growing country of young people to a slow-growing, older nation.


Many Americans might consider slow growth a blessing. Your city could already be packed to the gills, the roads clogged with traffic and housing prices shooting through the roof. Why do we need more folks? And, anyway, aren’t we supposed to be conserving resources on a planet whose climate is changing? Yet demographic stagnation could bring its own high costs, among them a steady reduction in dynamism, productivity and a slowdown in national and individual prosperity, even a diminishment of global power.


And there is no real reason we have to endure such a transition, not even an environmental one. Even if your own city is packed like tinned fish, the U.S. overall can accommodate millions more people. Most of the counties in the U.S. are losing working-age adults; if these declines persist, local economies will falter, tax bases will dry up, and localgovernments will struggle to maintain services. Growth is not just an option but a necessity — it’s not just that we can afford to have more people, it may be that we can’t afford not to.


But how does a country get more people? There are two ways: Make them, and invite them in. Increasing the first is relatively difficult — birthrates are declining across the world, and while family-friendly policies may be beneficial for many reasons, they seem to do little to get people to have more babies. On the second method, though, the United States enjoys a significant advantage — people around the globe have long been clamoring to live here, notwithstanding our government’s recent hostility to foreigners. This fact presents a relatively simple policy solution to a vexing long-term issue: America needs more people, and the world has people to send us. All we have to do is let more of them in.


For decades, the United States has enjoyed a significant economic advantage over other industrialized nations — our population was growing faster, which suggested a more youthful and more prosperous future. But in the last decade, American fertility has gone down. At the same time, there has been a slowdown in immigration.


The Census Bureau’s latest numbers show that these trends are catching up with us. As of April 1, it reports that there were 331,449,281 residents in the United States, an increase of just 7.4 percent since 2010 — the second-smallest decade-long growth rate ever recorded, only slightly ahead of the 7.3 percent growth during the Depression-struck 1930s.


The bureau projects that sometime next decade — that is, in the 2030s — Americans over 65 will outnumber Americans younger than 18 for the first time in our history. The nation will cross the 400-million population mark sometime in the late 2050s, but by then we’ll be quite long in the tooth — about half of Americans will be over 45, and one fifth will be older than 85.


The idea that more people will lead to greater prosperity may sound counterintuitive — wouldn’t more people just consume more of our scarce resources? Human history generally refutes this simple intuition. Because more people usually make for more workers, more companies, and most fundamentally, more new ideas for pushing humanity forward, economic studies suggest that population growth is often an important catalyst of economic growth.


A declining global population might be beneficial in some ways; fewer people would most likely mean less carbon emission, for example — though less than you might think, since leading climate models already assume slowing population growth over the coming century. And a declining population could be catastrophic in other ways. In a recent paper, Chad Jones, an economist at Stanford, argues that a global population decline could reduce the fundamental innovativeness of humankind. The theory issimple: Without enough people, the font of new ideas dries up, Jones argues; without new ideas, progress could be imperiled.


There are more direct ways that slow growth can hurt us. As a country’s population grows heavy with retiring older people and light with working younger people, you get a problem of too many eaters and too few cooks. Programs for seniors like Social Security and Medicare may suffer as they become dependent on ever-fewer working taxpayers for funding. Another problem is the lack of people to do all the work. For instance, experts predict a major shortage of health care workers, especially home care workers, who will be needed to help the aging nation.


In a recent report, Ali Noorani, the chief executive of the National Immigration Forum, an immigration-advocacy group, and a co-author, Danilo Zak, say that increasing legal immigration by slightly more than a third each year would keep America’s ratio of working young people to retired old people stable over the next four decades.


As an immigrant myself, I have to confess I find much of the demographic argument in favor of greater immigration quite a bit too anodyne. Immigrants bring a lot more to the United States than simply working-age bodies for toiling in pursuit of greater economic growth. I also believe that the United States’ founding idea of universal equality will never be fully realized until we recognize that people outside our borders are as worthy of our ideals as those here through an accident of birth.

Time to envision legal recourse for climate refugees

As gradually worsening climate patterns and severe weather events prompt an increase in human mobility, people who choose to move will do so with little legal protection. The current system of international law is not equipped to protect climate migrants, as there are no legally binding agreements obliging countries to support climate migrants.
While climate migrants who flee unbearable conditions resemble refugees, the legal protections afforded to refugees do not extend to them. In the aftermath of World War Il, the United Nations established a system to protect civilians who had been forced from their home countries by political violence. Today, there are almost 20.4 million officially designated refugees under the protection of the United Nations High Commission for Refugees (UNHCR), but there is an additional group of 21.5 million people who flee their homes as a result of sudden onset weather hazards every year.
The UNHCR has refused to grant these people refugee status, instead designating them as “environmental migrants,” in large part because it lacks the resources to address their needs. But with no organized effort to supervise the migrant population, these desperate individuals go where they can, not necessarily where they should. As their numbers grow, it will become increasingly difficult for the international community to ignore this challenge. As severe climate change displaces more people, the international community may be forced to either redefine “refugees” to include climate migrants or create a new legal category and accompanying institutional framework to protect climate migrants. However, opening that debate in the current context would be very difficult. Currently, the atmosphere in Europe and the U.S. would most likely lead to limiting refugee protections rather than expanding them.

Iowa, a small midwestern state, finds itself in the national economic spotlight. For conservative commentators, Iowa has emerged as America’s tax-cutting champion, a paragon of fiscal responsibility. To critics it looks more like an example of economic recklessness.


Either way, Iowa is playing an outsized role in a bigger debate about how American states ought to manage their revenues and spending. Until a few years ago it had one of the highest income-tax rates in America. By 2026 it will be down to a flat tax of 3.9%. Iowa is far from alone. Some 25 states have cut individual income taxes over the past years. A handful, including Georgia and Idaho, are shifting to a flat tax. And a few others want to eliminate their income taxes altogether.


Virtually all states, regardless of political make-up, have lowered their citizens’ tax bills since 2021. Overall, this has been a rough decline in states’ tax revenues during this time, the steepest such reduction in at least four decades. But the most aggressive moves have been cuts to income taxes, and Iowa has been at the forefront of these efforts.

LEARNING A FOREIGN LANGUAGE TODAY

Until a few years ago, learning a foreign language took place largely in the classroom, within an education system. It usually meant learning grammar rules and vocabulary, doing written exercises, reading specially written texts and answering comprehension questions and - possibly - listening to recorded texts (and answering further comprehension questions about these, too). A lot of people learned the language this way; in fact, you may have done so yourself.

However, some adults who first experienced a foreign language at school in the past did not have much success with it. This was often because they could only see the difficulties, such as the differences between the L1 and the target language (L2). They often became demotivated and decided that English was too difficult, that it had no real use for them, and many of them gave it up as soon as they could. They joined the large worldwide community of unsuccessful foreign language learners.

Today, however, because English is so widely available on the web, and in social media, as well as in many workplaces, it has become a reality - and even a requirement - for a great many people. As a result, it is much easier to see the connection between what is done in the classroom and the use of the language in the outside world, and to ensure that the first can be seen to be a practical preparation for the second.

A teacher’s experience of using technology in language teaching

Using technology has always been an important part of my teaching, even in the pre-digital age. Like many early adopters, I get super-excited by the ‘wow’ factor of new technology. However, some technology (like VR – virtual reality) is still quite challenging to use successfully. In my own teaching, I’m happy to incorporate tools which are rather more familiar. (...)

Speaking My
EAP (English for Academic Purposes) students naturally use PowerPoint to deliver their presentations. The software is so familiar that they are unaware that they are using technology! Classes concentrate on strategies for making a talk effective, such as incorporating memorable images and reducing text to just key words. Many of my students have serious pronunciation difficulties, so revealing a word at the same time as saying it helps them to be understood by the audience.

Like many teachers, I like the engagement and interactivity afforded by Kahoot! My favourite voting app is Mentimeter because it is quick to create a poll, reliable and easy-to-use. Voting anonymously is significantly different from putting up your hand. Doing it remotely remains an exciting event – watching as students’ votes come in. A great way to finish a discussion lesson on controversial issues is with a class vote.

I encourage fluency in the classroom but also ask students to do more discrete practice away from the classroom using their mobile phones – recording themselves, listening and rerecording. They can try out voice searches which are hugely motivating when you achieve success! (...)

Vocabulary
Many of my new students don’t have a system to record and review the new vocabulary we cover in class. As part of their learner training, I present the app Quizlet which allows learners to create sets of digital flashcards. It’s free. Students who choose to try it can decide what to write on the back of a card – a translation or a personalised example sentence containing a new word. The app automatically creates games such as matching exercises and Pelmanism, which some learners enjoy.

I am a big fan of graphic organisers and have long encouraged students to use mind-maps. Having free versions such as Mindomo is beneficial in helping store words in concept groups and in reviewing new language.

When I made my way to college, I was truly astonished to find teachers who appeared to derive their primary pleasure in the classroom by exercising their authoritarian power over my fellow students, crushing our spirits, and dehumanizing our minds and bodies. I had chosen to attend Stanford University, a predominantly white college (primarily because the financial aid packages were better than those offered by black institutions), but I never once considered what it would be like to study with teachers who were racist. Even though I had attended a high school with outspokenly racist teachers who were contemptuous and unkind, I had romanticized college. I believed it would be a paradise of learning where we would all be so busy studying that we’d never have time for the petty things of this world, especially not racism.

One of the popular myths about the English language is that somewhere people are still speaking the kind of English that Chaucer or Shakespeare or Milton spoke. This myth does, of course, have some foundation in fact, though the mythical versions repeated above are gross exaggerations. The relevant fact is that some regional dialects of English retain old forms which have disappeared from the standard form of the language. This conservatism in colonial varieties is, rather unfortunately, termed 'colonial lag' - unfortunately because the term gives the impression that the colonial variety will (or should) one day catch up with the home variety, though this is unlikely ever to happen. Colonial lag is a potential factor in distinguishing colonial varieties from their home counterparts in all levels of language: phonology, morphology, syntax, semantics and lexis.

Ireland: geography and landscape


Ireland is an island nation on the westernmost edge of Europe. It is the continent's second largest island (after Great Britain). The Republic of Ireland occupies 80 percent of this landmass, while a large chunk of land in the north, called Northern Ireland, is part of the United Kingdom. All together, the island of Ireland is made up of 32 counties.


Ireland is known for its wide expanses of lush, green fields − so much so, that its nickname is the Emerald Isle. But there are also large areas of rugged, rocky landscape, too. About 15,000 years ago, Ireland was completely covered by thick glaciers. The movement of these giant sheets of ice stripped the soil, leaving huge tracts of flat, limestone ground.


The midlands and west coast of Ireland are dotted with damp peat bogs, the soggy remains of dried-up ancient lakes left by the glaciers. Ireland's highlands rise mainly in the southwest, often ending at sheer cliffs that plunge thousands of feet into the Atlantic Ocean.


Ireland's wildlife and nature


The Irish have a great affection for nature and rural life. The country's first coins even featured pictures of animals. Low levels of development and pollution in Ireland have left most of the nation's open spaces relatively undisturbed.


Did you know that there are no wild snakes in Ireland? The sea has stopped many animals common on mainland Europe from reaching the island. There are also only two wild mouse species (the wood mouse and house mouse), one type of lizard (the common lizard) and just three kinds of amphibians (the natterjack toad, smooth newt and common frog).


Irish wildlife is protected by government conservation programs. To preserve natural habitat, the governmenthas established six national parks and hundreds of national heritage areas throughout the country. Great news!


Irish history


Archaeologists think the first people to settle in Ireland arrived around 6000 B.C. By 3500 B.C., settlers were using stone tools to clear farmlands. Around 700 B.C., a diverse and technologically advanced culture from central Europe, called the Celts, began to settle on the island. They would thrive there for nearly 2,000 years.


n the ninth century A.D., Viking invaders began raids into Ireland. They eventually established settlements that later became some of the country's main cities, including the capital, Dublin. These aggressive arrivals fought with the Celts often for 200 years until a battle in 1014, known as the Battle of Clontarf, united the country. Peace broke down quickly though and Ireland was divided into many kingdoms.


In 1170, Norman Vikings who had taken control of England invaded Ireland and made it an English territory. In the early 1600s, England's official religion became Protestant, while most Irish remained Roman Catholic. This would create tensions that would eventually lead to revolution and Ireland's independence.?


the 1820s, British laws unfair to Catholics had sparked a mass movement for Irish sovereignty. In 1829, many of those laws were overturned, but Ireland still wanted freedom. In 1922, after violent uprisings, the Irish Free State was created within the British Empire.


In 1948, most of Ireland became an independent country, while six mainly Protestant counties in the northeast remained a British territory.


Irish people and culture


Ireland is a nation of storytellers. The tradition dates back to Celtic bards, who would record and recite the country's history. Many famed writers come from Ireland, including four winners of the Nobel Prize for literature. The Irish also excel in sports, music and dancing!


Irish government and economy


The government of Ireland consists of an elected parliament, which makes the laws, and a president, who is head of state. The head of the government is the Taoiseach (pronounced tee-shuck), which means "chief." The Taoiseach is the prime minister, and leader of the political party with the most parliament members.?


For most of its history, Ireland's economy has been based on farming and agriculture. But beginning in the late 1950s, government efforts to attract business turned the country from one of Europe's poorest nations to its second wealthiest. The amazing turnaround and economic boom in the mid 1990s and early 2000s earned Ireland the nickname the "Celtic Tiger."


During the global financial crisis of 2008, Ireland entered a recession and the country experienced serious financial problems. But in the past few years Ireland's economy has started to recover and is once again on the rise.

NATIVE-SPEAKERISM

Framing the Issue


Native-speakerism is an ideology that upholdsthe idea that so-called “native speakers” are the best models and teachers of English because they represent a “Western culture” from which spring the ideals both of English and of the methodology for teaching it (Holliday, 2005, p. 6). As an ideology, it is a system of ideas that represents a distorted worldview that supports a particular vested interest. The vested interest in the case of nativespeakerism is the promotion by the ELT industry of the so-called “native speaker” brand. The realization that this is an ideologically constructed brand derives from Phillipson’s (1992) linguistic imperialism thesis that the concept of the “native speaker” as a superior model and teacher was explicitly constructed by American andBritish aid agencies in the 1960s to support their agenda of spreading English as a global product.

Further indication that the “native speaker” brand is an ideological construction is that the native-non-native speaker distinction is not self-evident on technical linguistic or even nationality grounds. It is instead a professionally popularized distinction that has been falsely associated with cultural orientation (Kubota & Lin, 2006). Teachers who are labeled “native speakers” have been falsely idealized as organized and autonomous in fitting with the common yet mistaken description of so-called “individualist cultures” of the West; while teachers who are labeled “non-native speakers” are demonized as deficient in these attributes in fitting with the common yet mistaken description of so-called “collectivist cultures” of the non-West (Holliday, 2005, p. 19, citing Kubota, Kumaravadivelu, Nayar, and Pennycook). The collectivist stereotype is itself considered to be a Western construction of non-Western cultural deficiency. An example of this is a British teacher’s reference to a superior “native speaker” “birthright” at the same time as criticizing, albeit without foundation, not only the linguistic and pedagogic performance, but also the cultural background and proficiency of his “non-native speaker” colleagues (Holliday & Aboshiha, 2009, p. 667).

The Othering of teachers who are labeled “non-native speakers” therefore results in a cultural disbelief—not believing in their ability to teach English within a Western, and indeed superficially constructed “learning group ideal” that is characterized by “active” oral expression, initiation, self-direction, and students working in groups and pairs (Holliday, 2005, p. 44). The association of the “non-native speaker” label with deficiency is also deeply rooted within a wider and equally mistaken Western perception that people from non-Western cultural backgrounds are unable to be critical and self-determined.
