Ship carrying explosive fertiliser heads to UK waters


A Maltese-flagged cargo ship carrying thousands of tonnes of potentially explosive fertiliser is set to travel through UK waters.

Ruby, which was earlier accompanied by an escort tug, has reportedly been rejected by several countries due to its cargo.

The ship, which has 20,000 tonnes of ammonium nitrate on board, was previously damaged but deemed seaworthy by authorities in Norway.

HM Coastguard is in contact with the vessel, which according to ship tracking data, was in the North Sea off the Kent coast on Thursday morning.

The ship, owned by Maltese firm Ruby Enterprise, set off from the northern Russian port of Kandalaksha in July.

The national maritime emergency service said it will monitor the ship's progress as it heads towards and through UK waters.

Vessels are not required to ask permission to travel through UK territorial waters for legitimate purposes.

An escorting tug, Amber II, which had sailed with the boat from Norway, left the Ruby on Thursday morning and sailed east. Its current destination is listed as Rotterdam, in the Netherlands.

Though there is no suggestion of immediate danger from the cargo, the same chemical caused a devastating blast at a Beirut warehouse in 2020.

Ammonium nitrate is regularly transported around the world and used as fertiliser but is also used in explosives.

The ship is carrying seven times the amount of ammonium nitrate that caused the Beirut explosion.

Ruby's location on Thursday, according to Marine Traffic. Marine Traffic data suggested the ship was in the North Sea on Thursday.

Soon after departing Russia, the Ruby briefly ran aground after reportedly encountering a storm.

It then continued its journey around the Kola Peninsula and docked in Tromsø, Norway.

Norway's Maritime Authority told the BBC the vessel was inspected by DNV Group to ensure it met safety and environmental standards.

The group found damage to its hull, propeller and rudder, but the Ruby was still deemed "seaworthy".

As a precaution, DNV Group, and the Maltese flag registry, insisted that a tug escort the vessel for the remainder of its journey.

The ship was bound for Klaipeda, in Lithuania, according to ship tracking firm MarineTraffic.

But despite being deemed seaworthy, the ship was denied entry to Klaipeda. Algia Latakas, the port authority's chief executive, told the BBC that this was "because of its cargo".

Andrea Sella, professor of chemistry at University College London, said the cargo was not high risk, unless there was a fire on board.

"While I understand the caution of the authorities in Troms, I suspect that the chances of a similar disaster to Beirut are relatively modest," she said.

She added: "It would also be interesting to know what the nature of the repairs might be as clearly welding might significantly raise the potential fire risk."

Other reports suggested Sweden had imposed a ban as well, but Sweden's transport agency denies this.

"What the Swedish authorities did was to follow the matter in case we would have needed to act in some way," a spokesperson told the BBC.

In recent weeks, the Ruby travelled south along Norway's coast and through the North Sea.

The ship reportedly has had restricted manoeuvrability, though the BBC has been unable to confirm this.

On 25 September, it anchored about 15 miles (25km) north east of Margate, in Kent, near the Dover Strait - one of the world's busiest waterways.

The Maritime and Coastguard Agency (MCA) said the vessel is "currently securely anchored outside UK territorial waters waiting for appropriate conditions to refuel at sea before passing through the English Channel".

Refuelling at sea is a common practice and will take place in accordance with safety procedures and in favourable weather, said the MCA.

Its current destination is listed as Marsaxlokk, in Malta.

But Maltese authorities have told local media that the ship can only enter the country if it empties its cargo beforehand.

Marco Forgione, director general of the Chartered Institute of Export & International Trade, raised concerns about potential "environmental damage".

"Should the ammonium nitrate start to leak out of the ship and contaminate the sea... shipping through the channel would have to be diverted to avoid further shifting the pollution through its waters," he said.

He added that damage as a result of the potential scenario would be "immense" and cause "ongoing disruption".

The vessel has appropriate safety certificates approved by the vessel's flag state and is able to make its own way, said the MCA.

In the 20th century, we made tremendous advances in discovering fundamental principles in different scientific disciplines that created major breakthroughs in management and technology for agricultural systems, mostly by empirical means. However, as we enter the 21st century, agricultural research has more difficult and complex problems to solve.


The environmental consciousness of the general public is requiring us to modify farm management to protect water, air, and soil quality, while staying economically profitable. At the same time, market-based global competition in agricultural products is challenging economic viability of the traditional agricultural systems, and requires the development of new and dynamic production systems. Fortunately, the new electronic technologies can provide us a vast amount of real-time information about crop conditions and near-term weather via remote sensing by satellites or ground-based instruments and the Internet, that can be utilized to develop a whole new level of management. However, we need the means to capture and make sense of this vast amount of site-specific data.


Our customers, the agricultural producers, are asking for a quicker transfer of research results in an integrated usable form for site-specific management. Such a request can only be met with system models, because system models are indeed the integration and quantification of current knowledge based on fundamental principles and laws. Models enhance understanding of data taken under certain conditions and help extrapolate their applications to other conditions and locations.

Netflix is trying to prove to the world that it's all grown up

Netflix is trying to persuade Wall Street that it is now all grown up. After squeezing out millions of additional subscribers via its password sharing crackdown and through the introduction of cheaper advertiser-supported plans, the streamer knows that its growth spurts are coming to an end — and now it wants investors to stop obsessing over those pesky membership numbers and instead focus on other metrics.

"In our early days, when we had little revenue or profit, membership growth was a strong indicator of our future potential. But now we're generating very substantial profit and free cash flow. We are also developing new revenue streams like advertising and our extra member feature, so memberships are just one component of our growth", Netflix told shareholders as it reported quarterly earnings.

To that end, Netflix said that it will no longer report quarterly subscriber numbers, starting in 2025. Alas, the metric that Wall Street has forever judged Netflix on — the metric that prompted legacy media companies to burn endless piles of cash in their bids to compete with the streamer — will be retired. The decision to shut off transparency on the metric represents a significant turning point in the streaming revolution. For years, Netflix has prided itself on being extraordinarily transparent. Now it is aiming to hold its cards closer to its chest. And given that streaming giant is the trendsetter in the space, one could expect that other media companies will be inspired by the company's move and also opt to cease reporting such data.

To be fair, what Netflix is saying isn't necessarily off base either. As the company shifts its business model away from subscriptions and toward advertising and other revenue streams, it makes sense to consider how much time users are spending on the service. The more content a user consumes on Netflix, the more likely they are to continue paying for the service, and the more money Netflix then makes from that single subscriber. "We're focused on revenue and operating margin as our primary financial metrics — and engagement (i.e. time spent) as our best proxy for customer satisfaction,” Netflix underscored in its letter to shareholders.

Regardless, less transparency in an already opaque industry is not ideal. The walled garden of streaming already lacks the same detailed viewership data that Nielsen collects on linear television broadcasters. Now, visibility into the streaming world will get even dimmer.

The announcement from Netflix managed to overshadow its otherwise stellar quarter. The company handily beat expectations and added a staggering 9.3 million subscribers, meaning it now boasts nearly 270 million in total. Netflix also beat analyst expectations on both earnings and revenue. However, it wasn't all good news. Netflix forecasted its subscriber growth to be lower in quarter two, chalking it up to “typical seasonality.” That led the stock to slide nearly 5% in after-hours trading.

Whether "typical seasonality” is solely to blame, or whether the streamer is simply starting to hit a ceiling, is hard to tell. Perhaps it is a mix of both. Whatever the cause, the stock sliding on the less-than-ideal outlook is a prime example of why Netflix wants Wall Street to stop focusing on its subscriber numbers. And, in one year's time, investors won't have a choice.

And how many times when reading on the internet do you click on a link navigating away from the text that was the original object of your enquiry? The web, it seems, is like an electronic sweet shop, forever tempting us in different directions. But does this mental promiscuity, this tendency to flit around online, make us, well, thicker?

Nicholas Carr, the American Science writer, has mined this theme for his new book, “The Shallows”, in which he argues that new media are not just changing our habits but our brains. It turns out that the mature human brain is not an immutable seat of personality and intellect but a changeable thing, subject to “neuroplasticity”. When our activities alter, so does the architecture of our brain. Tm not thinking the way I used to think,” writes Carr. “I feel it most stronglywhen l’m reading.”

By the middle years of the 20th century, the optimistic story of limitless progress through scientific and technological advance came to be rivalled and sometimes overshadowed by a much more pessimistic, even apocalyptic vision of the trajectory of the modern project. It began to seem increasingly possible that technology would come to master its creators and carry humanity toward unforeseen and possibly catastrophic outcomes.

Premonitions of technological wizardry leading to disasters are extremely old, dating back at least to the myth of Icarus, who is said to have fatally fallen into the sea after flying too close to the sun on wings his father, Daedalus, constructed. As the Industrial Revolution gathered steam, dark anticipations became increasingly widespread, in works such as Mary Shelley’s Frankenstein; or, the Modern Prometheus and Karel Capek’s R.U.R. Perhaps technology, not man, was “in the saddle,” as Henry Adams worried. And perhaps machines, becoming ever more capable and interconnected, were the next step in the evolution of life, destined to dominate and eventually eliminate humanity, as Samuel Butler warned. The contours of the future, H. G. Wells announced in one of his famous lectures, “The Discovery of the Future,” were difficult to discern but would surely be unlike the past or the present, and definitely included disasters of new types and magnitudes.

In the ghastly world wars, technological advances empowered barbarism on a new scale, destroying the credibility of the simple modernist faith that more potent tools are a straight path to human betterment. Rather, technological advance has produced a cornucopia of double-edged swords, with amplified possibilities for both progress and disaster. A growing herd of horsemen of the anthropogenic apocalypse have ominously appeared on the human horizon of possibility: nuclear weapons, genetic engineering, total surveillance despotism, runaway artificial intelligence, and rampant environmental decay.

Conclusions and Recommendations


Given the panorama of English instruction in Brazil, particularly in the states of Minas Gerais and Mato Grosso, and considering the results of the surveys conducted with universities and teachers in both states, some conclusions and recommendations could be drawn.

Nationally, English instruction has been gaining importance and visibility through curriculum reform and the new model of upper secondary school. It is an enormously significant achievement that, for the first time, English has become mandatory in all public and private schools from 6th grade onward. The BNCC offers clarity on the competencies and abilities that students should develop at each education level. However, if, on the one hand, making English compulsory was an important step, on the other hand, the implementation of this policy is still incomplete. The main issue is the limited amount of instructional time in English in the national curriculum guidelines. As the cases of Mato Grosso and Minas Gerais illustrate, the result is that students have insufficient exposure to the language, with only two classes per week in secondary schools and one class per week in upper secondary. Under these conditions, it is unlikely that learners will develop full proficiency in the language, and teachers will have the instructional time to focus on all the necessary competencies and abilities required by the BNCC.

Another important consideration is the link between initial training for English teachers and how it interacts with the routines and challenges of the classroom. There is room for improvement when considering the mismatch between the programs of study at universities and the pedagogical practice required of English teachers and strengthened ties and communication between State Education Departments and the teacher training programs at universities.

Universities face additional challenges, such as the low English proficiency of students in the initial training courses. Initial training institutions face difficulties in thoroughly preparing future teachers regarding language proficiency and the pedagogical elements related to being an effective teacher. In this sense, the situation can create a vicious cycle; students leave schools with a low proficiency level in English, and those who decide to take the initial training courses to become English teachers and enter universities cannot fully develop proficiency as pedagogical competencies. Therefore, they enter schools not fully prepared to be teachers and face all the challenges of a classroom.

Another critical challenge is class size and the heterogeneity of students’ ability levels, which could limit teachers’ ability to implement some pedagogical practices, such as working with practicing speaking. This is not only a challenge faced by English teachers, but all teachers and that policymakers need to keep in mind. In addition, teachers commonly work in more than one school at a time and sometimes teach other subjects to meet the required hours of instructional time stipulated in their contracts.

The surveys with teachers demonstrated that many have never participated in a professional development session specifically designed for English teachers. For those who have, not all considered the helpful training to improve their knowledge and practice. This points to the fact that more attention needs to be paid to the continuous training courses offered to English teachers. These training courses should be frequent and address specific challenges, taking into account the pedagogical issues and areas that English teachers identify as most critical.

Briefly, it is important to highlight the windows of opportunity that have been opened in Brazil with the BNCC and the new upper secondary model. Through their education ministries, state governments have made significant efforts to adapt their regional curricula to the competencies and abilities listed on the BNCC and implement the first pilots and designed pathways for upper secondary schools. It remains a question of how the rest of those two processes will be implemented, but there are positive signs that English may gain more importance at a national level. At least in Minas Gerais and Mato Grosso, there is already a movement to increase the importance of the discipline.

While Minas Gerais has developed a few specific training courses for English teachers focused on improving their pedagogical knowledge through the program “Pathways for Educators” and intends to create a training pathway for upper secondary students focused in English, Mato Grosso has implemented English in all primary schools in the state and launched the program “More English,” with resources to help teachers and students. Those efforts are aligned with the national reforms and illustrate the political willingness of states to promote more actions to improve teachers’ and students’ proficiency in English.

In these states and, to some extent, at the national level, the foundations have been set to put English instruction in the spotlight as a crucial discipline to the integral development of students. However, much work and resources are still needed to realize this goal. Therefore, the following recommendations are intended to advise decision-makers at universities and State Education Departments.

The body itself is recruited to kill the cancer, rather than relying on medicines.The process leaves healthy cells untouched, unlike chemotherapy, which kills healthy tissue and causes debilitating symptoms. NHS England's national cancer director, Dame Cally Palmer, said cancer vaccines being trialled could mark a huge step in treating the disease.There are also personalised vaccines which are designed specifically for an individuals cancer, based on their genetics.The challenges with personalised vaccines and other hugely advanced cancer therapies is they are very expensive to develop - and the question is whether the NHS will be able to afford such therapies when they come to fruition.

Pollution

Thick black smoke curling out of smokestacks, horrible-tasting chemicals in your drinking water, pesticides in your food - these are examples of pollution. Pollution is any contamination of the environment which causes harm to the environment or the inhabitants of the environment. There are many kinds of pollution, and there are many pollutants. Some obvious kinds of pollution are pollution of the air, soil, and water. Some less obvious, or less salient kinds of pollution are radioactive, noise, light pollution, and green-house gasses.

Air pollution can be caused by particles, liquids, or gases that make the air harmful to breathe. There are two main types of air pollution: primary and secondary. Primary pollutants enter the air directly, like smoke from factories and car exhaust. Secondary pollutants are chemicals that mix together to pollute the air, like mixtures of emissions, or waste output, from vehicles and factory smoke that change to form more dangerous pollutants in the air and sunlight.

Soil pollution can be caused by pesticides, leakage..........................chemical tanks, oil spills, and other chemicals..........................get into the soil by dumping or accidental contamination. Soil pollution can also cause water pollution.............................underground water becomes contaminated by coming.............................contact with the polluted soil.

Water pollution can be caused by waste products, sewage, oil spills, and litter in streams, rivers, lakes, and oceans. Some scientists believe that water pollution is the largest cause of death and disease in the world, causing about 14,000 deaths in the world each day.

Radioactive pollution can be caused by leaks or spills of radioactive materials. These materials can come from medical sources, nuclear power plants, or laboratories which handle radioactive materials. Air, soil, and water can be polluted by radioactivity. It can cause damage to animals, both internally and externally, by eating, drinking, or touching it. It can cause birth defects and genetic problems. It can cause certain cancers and other deadly diseases.

Noise pollution can be caused by vehicle, aircraft, and industrial noise. It can also be caused by military or experimental sonar. Noise has health effects on people and animals. In people, it can cause high blood pressure, heart problems, sleep disturbances, and hearing problems. In animals, it can cause communication, reproductive, and navigation problems – they have difficulty finding their direction. Sonar has even caused whales to beach themselves because they respond to the sonar as if it were another whale.

Light pollution can be caused by advertising signs, stadium and city lighting, and other artificial lighting (like the light caused by night traffic). Artificial lighting has health effects on humans and animals. In people, it can cause high blood pressure and affect sleeping and waking rhythms and immunity. How COVID-19 will pave the way for better and more accessible education in Brazil

It is safe to say that the COVID-19 pandemic has left a mark in every aspect of our lives. Taking the economy for example, the destruction trail left by the virus is made clear when 38 million US citizens apply for unemployment benefits (compared to the 5.8 million that applied pre-covid), or when the stock market goes through a roller coaster motion every other hour.

While the financial turmoil is widely discussed by politicians and experts, other consequences of the pandemic receive little to no attention from the authorities. For instance, the emotional toll brought by the sudden change in educational formats. Leaving both teachers and students in an academic limbo, the transitioning to the online system was turbulent. As the COVID-19 cases rose, so did the number of dropout students due to financial complications, demotivation, or lack of future perspective.

Unfortunately, few institutions put effort into making online school an enjoyable and valid format of learning. However, there were those that did pave the way for quality education solutions.

A good example is the inverted classroom method, which got popular in Brazilian High Schools and kept students from dropping out, ensuring them independence to learn on their own way. In this method, the teacher shares reliable sources and leads the class so they can study by themselves. After the students have read the material, an online meeting is held, the subject is discussed, and eventual doubts are solved.

The inverted classroom encourages healthy studying habits, stimulates the establishment of a routine, and makes learning a much more personalized and rewarding experience. The teacher assumes a tutor role, rather than an authority.

The public schools that successfully implemented this innovative online teaching method were recognized by the Brazilian National Council of Secretaries of Education. In December 2020, 5 schools were awarded with the School Management Award, including one in a rural area. The first place was awarded with a 30 thousand Brazilian Reais prize to purchase equipment.

As a public-school student, I have seen my teachers struggle with switching from one method to another, fighting to assure proper equipment to those who did not have it. It is refreshing to know the effort will not go to waste. The newly adopted stimulating method (and the ones that are to be)will continue to improve learning and its accessibility, by combining technology and passion for education

Good news carne for U.S.libraries in November, when Federal CommunicationsCommission Chairman Tom Wheeler announced a 62 percentincrease in spending on high-speed Internet for schools andpublic libraries.
When it comes to this need for connectivity, Britainfslibrary report stated a "Wi-Fi connection should bedelivered in a comfortable, retail standard environment withthe usual amenities of coffee, sofas and etc." The reportsuggested that libraries focus less on loaning physicalbooks and more on widening access via loaning of e-books,which the report noted was up by 80 percent in Britain from2013.
Also in 2013, the first bookless public library in theUnited States opened in San Antonio, Texas. ThecityTs BiblioTech offers an all-digital, cloud-basedcollection of more than 10,000 e-books, plus e-readersavailable for checkout. Located in San Antonio’s underservedSouth Side, the BiblioTech provides an important digital hubin a city with a population that still struggles to connectto wireless Internet, Last month saw the opening of Canada'sHalifax Central Library, designed by a world-leading Danishdesign firm. Help students to learn vocabulary in context


The best internalization of vocabulary comes from encounters (comprehension or production) with words within the context of surrounding discourse. Data from linguistic corpora can provide real-world actual language that has been printed or spoken. Rather than isolating words and/or focusing on dictionary definitions, learners can benefit from attending to vocabulary within a communicative framework in which items appear. Students will then associate new words with a meaningful context to which they apply. For example, for a beginning level of students, pictures, realia, and gestures can be used to describe meaning incontext. For a more advanced level of students, encourage them to consult online corpora (e.g., the British National Corpus, or the Corpus of Contemporary American English: COCA) to gain knowledge of patterned sequences, particularly collocations or words that go together (Liu & Jiang, 2009).


Encourage students to develop word-learning strategies

Included in the discussion of teaching reading were such strategies as guessing vocabulary in context. A number of clues are available to learners to develop word-attack strategies.


Considering that only a small fraction of the word list can be covered inside the classroom, it is necessary for students to develop effective strategies for learning vocabulary on their own. Word-learning strategies refer to “the planned approaches that a word-learner takes as an agent of his or her own word learning” (Zimmerman, 2014, p. 297). Once they encounter unknown words, they can try to figure out how the words are used by asking questions such as:


• Is the word countable or uncountable?

• Is there a particular preposition that follows it?

• Is it a formal word?

• Does it have positive or negative connotations? (Zimmerman, 2014, p. 298)


An effective way to encourage word-learning is to urge students to use vocabulary notebooks to enter new words, and to review them daily, once they identify their learning goals. Studies show that in order to understand television shows learners need to know about 3,000 word families and have knowledge of proper nouns (Web & Rodgers, 2009). If they wish to read novels and newspapers comfortably, they need to have a vocabulary size of 8,000–9,000 word families (Nation, 2006). The fact that increasing vocabulary size will influence the degree to which they can understand and use language may motivate them to be determined to expand their vocabulary notebooks.


Unfortunately, professional pendulums have a disturbing way of swinging too far one way or the other, and sometimes the only way we can get enough perspective to see these overly long arcs is through hindsight. Hindsight has now taught us that there was some overreaction to the almost exclusive attention that grammar and vocabulary received in the first two-thirds of the twentieth century. So-called “natural” approaches in which grammar was considered damaging were equally overreactive. Advocating the “absorption” of grammar and vocabulary with no overt attention whatsoever to language forms went too far. We now seem to have a healthy respect for the place of form-focused instruction — attention to those basic “bits and pieces” of a language — in an interactive curriculum. And now we can pursue the business of finding better and better techniques for getting these bits and pieces into the communicative repertoires of our learners.
