        Shocked passengers watched as doctors and cabin crew tried
to  save  the   life  of  a  critically ill passenger on a Qantas flight to
Sidney on Friday.
        A     Qantas    spokeswoman   confirmed  that  the  passenger
__________ received    tratment   during   the    medical   emergency
couldn’t survive.
        The   flight  from London, via Singapore, was forced to land in
Adelaide  because of the incident. No passengers got off the flight
while it was in Adelaide.
         A  witness  on board told that everything started with a cabin
announcement  asking  for any doctors on board. There were two
passengers  with  medical  training,  but  nothing could be done to
save  the passenger. The crew did everything they could, including
performing  CPR  with  a  doctor  on   board, but unfortunately the
passenger has passed away.

      With the exception of business owners and investors, most Brazilians looked for candidates who prioritized job creation and income generation, in the 2018 elections. According to a Brazilian Economic Outlook from the Institute of Applied Economic Research (IPEA), the economy sustained growth (albeit slow) for a while since the end of 2017, industrial production increased, and unemployment rates declined. Nevertheless, 13.4 million people remained jobless, particularly women, youth, and people of color; and growth rates were disappointing. A poll by Datafolha showed at the time that Brazilians’ perceptions of the economy were pessimistic: 72 percent of those surveyed felt the economic scenario had worsened in the last months. Similar to the reaction to corruption, this extremely negative perception of the socioeconomic environment could potentially further distance voters from the traditional government and their allies, turning voters toward “unconventional” candidates instead, who could represent a change in the status quo.

Customs enforcement is concerned with the protection of society and fghting trans-national organized crime based on the principles of risk management. In discharging this mandate, Customs compliance and enforcement services are involved in a wide range of activities relating to information and intelligence exchange, combating commercial fraud, counterfeiting, the smuggling of highly taxed goods (especially cigarettes and alcohol), drug traffcking, stolen motor vehicles, money laundering, electronic crime, smuggling of arms, nuclear materials, toxic waste and weapons of mass destruction. Enforcement activities also aim to protect intellectual and cultural property and endangered plants and animal species.
In order to assist its Members improve the effectiveness of their enforcement efforts and achieve a balance between control and facilitation, the World Customs Organisation has developed a comprehensive technical assistance and training programmes. In addition, it has established Regional Intelligence Liaison Offces (RILOs) that are supported by a global database, the Customs Enforcement Network (CEN), to facilitate the exchange and use of information.

The WCO has also developed instruments for international co-operation in the form of the revised Model Bilateral Agreement (MBA); the Nairobi Convention, which provides for mutual administrative assistance in the prevention, investigation and repression of Customs offences; and the Johannesburg Convention, which provides for mutual administrative assistance in Customs matters. The WCO’s Customs Control and Enforcement programme therefore aims to promote effective enforcement practices and encourage co-operation among its Members and with its various competent partners and stakeholders.

Are LED lights making us ill?

Over the last decade, much of Europe and the US have changed the way they illuminate city and town streets. They have replaced high-energy sodium bulbs (the warmer, yellow ones) with energy-saving LED bulbs (with a blue light emitting diode, which can feel harsh in comparison). As well as street lights, most of us are exposed to blue light through smartphones, computers, TVs, and in the home. The World Journal of Biological Psychiatry published a paper that warned of the potential effects of LED lighting on mental illness. It raised concerns about the influence of blue light on sleep, other circadian-mediated symptoms, use of digital healthcare apps and devices, and the higher sensitivity of teenagers to blue light. Specifically, the researchers are concerned about the relationship between light exposure and the occurrence of manic and mixed symptoms in bipolar disorder, having adverse effects on manic states and the sleep-wake cycle. For example, the use of smartphones or computers by those people before bed could have a bad effect on their sleep, circadian rhythms and health. Studies of the impact of blue light on healthy adults show it inhibits melatonin secretion which disrupts sleep and can affect quality of life, physical and mental health and susceptibility to illness.
Previous studies of sleep disorders in children and adolescents show a clear and consistent relationship between sleep disorders and frequency of digital device usage. Currently, the National Sleep Foundation guidelines suggest not using technology 30 minutes before bed and removing technology for the bedroom. However, there are currently no specific guidelines for people with an underlying mental illness or sensitivity to circadian disruption. As LED technology has rapidly spread across the globe, the focus has been on the visual element and the energysaving element. Now, scientists, health professionals and the LED industry are working to minimise the blue light in LEDs and create customisable lights that won’t harm those suffering from psychiatric disorders.
