A paper published by the National Academy of Sciences shows that continued deforestation threatens not just the trees but the progress and riches their removal were thought to guarantee. The paper bolsters an old theory by Brazilian climate scientist Eneas Salati, who argued that the Amazon actually produces half its own rainfall. The takeaway: remove too much of the forests and the Amazon could dry out. And more than the jungle is at stake. Reduced rainfall from forest cutting could dry up the water that powers hydroelectric dams, thus slashing Brazilian power-generating capacity by 40 percent by midcentury. It could also rob the food larder, cutting soybean productivity by 28 percent and beef production by 34 percent.

Brasilia quickly countered the environmental skeptics by saying that these are unofficial figures, noting that the National Space Institute is still crunching the satellite data. The government is still basking in last year's numbers: only 4,600 square kilometers of forests felled, a fraction of the 27,700 square kilometers lost in 2004. But the Rousseff administration would do well to heed the smoke signals. Even Brasilia admits that Brazil's continued rise to glory turns on the country's ability to stay green.

Some 32,521 under-18s were referred for emergency care at mental health services in 2022 to 2023, up from 21,242 in 2019 to 2020.

Doctors at the Royal College of Psychiatrists said the shocking numbers "cannot become the new norm".

The college said many of these under-18s have suffered worsening mental health while on NHS waiting lists for treatment.

Dr Elaine Lockhart, chair of the college's child and adolescent faculty, said: "It's unacceptable that so many children and young people are reaching crisis point before they are able to access care.

"Severe mental illness is not just an adult problem. The need for specialist mental health services for children and young people is growing all the time.

"The evidence shows us that children who receive support quickly are less likely to develop long-term conditions, that negatively affect their education, social development and health in later life.

"Government and integrated care boards must commit to reducing the rate of mental illness among children by setting an achievable target.

The college said around half of mental health conditions arise before the age of 14 and three-quarters before the age of 24.

The Royal College of Psychiatrists said last year's Government announcement of an extra £5million to improve access to existing early support hubs was welcome.

But it said it predicts an extra £125 to £205million is needed to establish hubs in every local authority, with running costs of at least £114m per year.

It comes as the Royal College of Paediatrics and Child Health (RCPCH) published a statement outlining the "changing role" for paediatricians in being involved in identifying and helping children with poor mental health.

RCPCH officer for mental health Dr Karen Street said: "The entire children's workforce has a role to play in tackling the current crisis in children's mental health but as paediatricians we are particularly well placed to make a difference.

"Research shows paediatricians are the most trusted profession for secondary school children, across all ethnicities and backgrounds and that children see doctors as a key group to support their mental health.

"We know that paediatric settings and emergency departments are not ideal for children and young people experiencing a crisis in their mental health, but they cannot be left without support.

"If we are ever to get out of this dire situation then we need meaningful support for health services and staff, as well as child focused polices that can improve the physical, emotional, social and educational wellbeing of young people.

"The responsibility to tackle this growing mental health emergency cannot be left to healthcare professionals alone."

Abstract


Over the past few decades, South Korean culture has gained popularity worldwide. Since the 1990s, government-led cultural policies have transitioned from focusing on economic strategy to national branding and soft power and have had a positive impact on the domestic ecosystem of cultural industry and contributed to promoting South Korea abroad. There are three aspects contributing to the development of South Korean soft power—the successful history with economic development and democratization, the development of creative content that led to global competitiveness due to the compressed growth experience and the limited domestic market, and the development of digital technology, especially the change in the media environment. However, this increased soft power is still limited as a tool to handle problems facing South Korea, mainly because of the nation’s geopolitical situation. South Korea should pay more attention to active participation in specific global agendas— especially in development and cooperation, emerging technology, and human rights issues. As a beneficiary of the existing liberal international order, South Korea achieved a prosperous economy and democracy. This aspect provides a cornerstone upon which to build South Korean cultural resources and promote them beyond its borders. South Korea should contribute creating public goods through its active engagement and leadership on various global agendas. This dedication to the international community ultimately benefits South Korea in the long run.

Building on the professional consensus that no method could claim supremacy, Prabhu (1990) asks why there is no best method. He suggests that there are three possible explanations: (1) different methods are best for different teaching / learning circumstances; (2) all methods have some truth or validity; and (3) the whole notion of what is a good or a bad method is irrelevant. Prabhu argues for the third possibility and concludes that we need to rethink what is “best” such that classroom teachers and applied linguists can develop shared pedagogical perceptions of what real-world classroom teaching is.

H.D. Brown (2002), in his critique of methods, adds the following two observations: (1) so-called designer methods seem distinctive at the initial stage of learning but soon come to look like any other learner centered approach; and (2) it has proven impossible to empirically (i.e., quantitatively) demonstrate the superiority of one method over another. Brown (2002) concludes that classroom teachers do best when they ground their pedagogy in “well-established principles of language teaching and learning” (p.17).

So what are these well-established principles that teachers should apply in the post methods era? One of the early concrete proposals comes from Kamaravadivelu (1994), who offers a framework consisting of 10 macro strategies, some of which are summarized below:

Maximize learning opportunities. The teacher’s job is not to transmit knowledge but to create and manage as many learning opportunities as possible.

Facilitate negotiated interaction. Learners should initiate classroom talk (not just respond to the teacher’s prompts) by asking for clarification, by confirming, by reacting, and so on, as part of teacher-student and student-student interaction.

Activate intuitive heuristics. Teachers should provide enough data for learners to infer underlying grammatical rules, since it is impossible to explicitly teach all rules of the L2.

Integrate language skills. The separation of listening, reading, speaking, and writing is artificial. As in the real-world, learners should integrate skills: conversation (listening and speaking), note-taking (listening and writing), self-study (reading and writing), and so on.

Raise cultural consciousness. Teachers should allow learners to become sources of cultural information so that knowledge about the culture of the L2 and of other cultures (especially those represented by the students) becomes part of classroom communication.

Ensure social relevance: acknowledge that language learning has social, political, economic, and educational dimensions that shape the motivation to learn the L2, determine the uses to which the L2 will be put, and define the skills and proficiency level needed in the L2.

The area desperately needs the precipitation, but experts are warily monitoring the situation because rain poses its own risks in recently burned areas— most notably the potential occurrence of mudslides and similar hazards. “Rain is good because we’ve been so dry,” Lund says. “However, if we get heavier rain rates or we get the thunderstorms, it’s actually a lot more dangerous because you can get debris flows.”
Fires do a couple of different things to the landscape that can increase the risk of burned material, soil and detritus hurtling out of control. When fires burn hot or long enough, they leave an invisible layer of waxy material just under the surface of the ground. This develops from decomposing leaves and other organic material, which contain naturally hydrophobic or water-repellent compounds. Fire can vaporize this litter, and the resulting gas seeps into the upper soil—where it quickly cools and condenses, forming the slippery layer.
When rain falls on ground that has been affected by this phenomenon, it can’t sink beyond the hydrophobic layer— so the water flows away, often hauling debris with it. “All of the trees, branches, everything that’s been burned—unfortunately, if it rains, that stuff just floats,” Lund says. “It’s really concerning.” Even a fire that isn’t severe enough to create a hydrophobic layer can still cause debris flows, says Danielle Touma, a climate scientist at the University of Texas at Austin. Under normal conditions, trees and other plants usually trap some rain above the surface, slowing the water’s downward journey. But on freshly burned land there’s much less greenery to interfere; all the rain immediately hits the ground. [...]
Fortunately, the rain should also help firefighters tame the blazes that remain active. The largest, the Palisades Fire, is currently 77 percent contained. The second largest, the Eaton Fire, is 95 percent contained. The Hughes Fire is third largest and only 56 percent contained. A fire can be fully contained but still burning. The containment percentage refers to the amount of the perimeter that has barriers that firefighters expect will prevent further spread.

The case studies in these two states examine state policies related to English, with a particular focus on teachers and their careers, from training to work routine and 20 classroom pedagogical practices.

Based on an in-depth analysis of these two Brazilian states and the results of questionnaires conducted with universities and with teachers, this report offers a set of recommendations for improving English teaching in these two states, which can also be applied to other states or federal entities in Brazil. The aim is to consolidate these recommendations into workable and meaningful propositions with the ultimate goal of improving English teaching 25 in Brazil through better quality education led by qualified teachers.
